Abstract
Kabupaten Sidoarjo merupakan salah satu kabupaten yang telah
memperbanyak fasilitas sanitasi khususnya di daerah-daerah yang masih
mempunyai kebiasaan BABS (Buang Air Besar Sembarangan). Langkah
pemerintah salah satunya adalah melalui pemberdayaan masyarakat,
dimana masyarakat berperan penting dalam program tersebut atau yang
biasa disebut dengan STBM (Sanitasi Total Berbasis Masyarakat).
STBM di Kabupaten Sidoarjo direncanakan akan dibangun sistem
perpipaan komunal atau on site dimana air limbah yang keluar dari
rumah dialirkan di satu pipa dan masuk ke IPAL. Kecamatan
Tanggulangin, dipilih Kelurahan Putat, dimana kelurahan tersebut masih
ada yang belum memiliki jamban dan berperilaku BABS.
IPAL Komunal yang ada di Kelurahan Putat, dibangun dengan
teknologi Anaerobic Baffled Reactor (ABR) dengan dimensi sebesar 9m
x 3m x 1,5m berbahan beton bertulang. Sistem penyaluran air limbah
menggunakan pipa jenis PVC dengan diameter pipa lateral 150 mm dan
pipa servis 100mm.
Pembangunan IPAL Komunal di Kelurahan Putat diharapkan
menjadi percontohan bagi desa lain khususnya di wilayah Kabupaten
Sidoarjo yang masih minim fasilitas sanitasi berupa IPAL Komunal.
Proses pembangunan IPAL nantinya merupakan tanggung jawab
pemerintah dan warga desa pemanfaat. Untuk perawatan dan
pemeliharaan sepenuhnya diserahkan kepada warga dan dibantu oleh
fasilitator dari pemerintah, karena program STBM membutuhkan
campur tangan penuh masyarakat

Sidoarjo city is one of the district that have expanded sanitation
facilities, especially in areas that have a habit of BABS (defecation).
Step one is the goverment through community empowerment, where the
community plays an important role in the program or commonly
referred to STBM (Community Based Total Sanitation). STBM in
Sidoarjo piping system is planned to be built on the site where a
communal or wastewater flowed out of the house in the pipe and into the
WWTP. District Tanggulangin, Putat selected village, the village where
there are those who do not have a latrine and behave BABS.
Communal exsisting WWTP Putat Village, built with
technology Anaerobic Baffled Reactor (ABR) with dimensions of 9m x
3m x 1,5m made of reinforced concrete. Sewerage systems using PVC
pipe type with lateral pipe diameter of 150 mm and 100 mm service line.
Communal development in Putat WWTP is expected to be a
model of other village, especially in the district of Sidoarjo are still
minimal sanitation facilities such as communal WWTP. The
development process will WWTP is the responsibility of the government
and villagers beneficiaries. For the operational and maintenance is left
entirely to the citizens and assisted by facilitators from government,
because STB, program requires full intervention community
