Abstract
Penanganan sampah dapat dilakukan dengan menyediakan
prasarana dan sarana untuk memelihara serta mengevaluasi
penanganan sampah. Salah satu sarana penanganan sampah
adalah Stasiun Peralihan Antara (SPA). SPA berperan dalam
mereduksi volume sampah, sehingga mampu mengurangi ritasi
pengangkutan sampah ke Tempat Pemrosesan Akhir (TPA).
Penelitian ini bertujuan untuk mengkaji pengaruh SPA terhadap
pengelolaan sampah dan penurunan biaya operasional
pengelolaan sampah Kecamatan Tambaksari.
Penelitian ini dilaksanakan dengan melakukan pengukuran
timbulan dan karakteristik sampah di TPS dan SPA serta
menentukan pola pengangkutan sampah. Estimasi penurunan
biaya operasional pengelolaan sampah Kecamatan Tambaksari
dilakukan berdasarkan lima skenario yang meliputi skenario
penimbunan di TPA tanpa kegiatan daur ulang, skenario daur
ulang berbasis masyarakat, skenario daur ulang dan pengelolaan
sampah dengan SPA eksisting, skenario daur ulang dan
pengelolaan sampah dengan SPA sesuai ketentuan Kementrian
Pekerjaan Umum, dan skenario daur ulang dan pengelolaan
sampah dengan SPA sebagai transfer station.
Hasil penelitian menunjukkan bahwa timbulan sampah di
Kecamatan Tambaksari sebesar 78,50 ton/hari, dimana timbulan
dari TPS permukiman sebesar 73,62 ton/hari dan timbulan dari
TPS fasilitas umum (pasar) sebesar 4,88 ton/hari. Komposisisampah permukiman di Kecamatan Tambaksari terbesar berasal
dari sampah dapat dikomposkan (sisa makanan dan sampah
kebun) yaitu 71,17%, diikuti sampah plastik sebesar 10,49%,
sampah kertas dan kardus sebesar 5,07%, dan sampah lainnya
sebesar 13,27%. Fasilitas Stasiun Peralihan Antara (SPA)
Rangkah dapat mereduksi volume sampah sebesar 66%. Faktor
kompaksi sampah di SPA sebesar 2,9, sedangkan faktor kompaksi
sampah di TPS sebesar 1,9. Ritasi pengangkutan sampah tanpa
fasilitas SPA sebesar 7 rit/hari, sedangkan ritasi pengangkutan
sampah dengan fasilitas SPA dapat berkurang menjadi 4 rit/hari.
Adanya Stasiun Peralihan Antara (SPA) di Kecamatan Tambaksari
yang dibangun sesuai ketentuan Kementrian Pekerjaan Umum
(PU) mampu menghemat biaya operasional pengelolaan sampah
sebesar Rp 493.597.782,-/tahun. Sedangkan, biaya operasional
pengelolaan sampah dengan SPA eksisting maupun sesuai teori
sebagai transfer station meningkat masing-masing sebesar Rp
4.834.694,-/tahun dan Rp 61.932.980,-/tahun.

Solid waste management can be done by providing the
infrastructure and facility to maintain and evaluate. One of solid
waste management facilities is a transfer station. The function of
transfer station is to reduce the volume of solid waste, so it is
able to reduce the trip of solid waste transportation to landfill
area. This study is aimed to determine the effects of transfer
station on residential solid waste management and the decrease
of operating cost of solid waste management in Tambaksari
District.
This study was carried out by measuring solid waste generation
rate and characteristics in small and large scale transfer station,
also studied solid waste transportation route. The decrease of
operating cost estimation of solid waste management in
Tambaksari District was determined based on five scenarios,
include a landfill scenario without any recycle activity, a recycle
scenario based on community participation, a recycle scenario
and waste management with existing of transfer station, a recycle
scenario and solid waste management with transfer station based
on the Ministry of Public Works, also a recycle scenario and solid
waste management with transfer station based on literature.
The results showed that solid waste generation rate in
Tambaksari District was 78,5 tons/day, where solid waste
generation rate from residential solid waste of transfer station
was 73,62 tons/day and solid waste generation rate from

commercial (market) was 4,88 tons/day. The largest composition
of residential solid waste in Tambaksari District was garbage that
can be composted (food waste and garden waste) by 71,17%,
followed by 10,49% of plastic waste, paper and cardboard waste
were 5,07%, and other waste were 13,27%. The large scale
transfer station could reduce the volume of solid waste by 66%.
Compaction factor of solid waste from large scale transfer station
was 2,9, whereas compaction factor of solid waste from small
scale transfer station was 1,9. The trip of solid waste
transportation without large scale transfer station facility was 7
trips/day, whereas the trip of solid waste transportation with
large scale transfer station facility can reduce to 4 trips/day.
Transfer station in Tambaksari District which is constructed in
accordance with the guideline of the Ministry of Public Works is
able to save the operating cost from solid waste management by
493.597.782 IDR per year. Whereas, the operating cost from
solid waste management with the existing of transfer station in
Tambaksari District and transfer station based on literature
increase up to 4.834.694 IDR per year and 61.932.980 IDR per
year.
