Abstract
Di Kepulauan Seribu kebutuhan air bersih tidak dapat sepenuhnya dipenuhi sendiri. Oleh karena itu untuk memenuhi kebutuhan air bersih di wilayah tersebut Pemerintah Daerah DKI Jakarta mengoperasikan alat desalinasi air laut. Namun penggunaan peralatan desalinasi tersebut dianggap tidak optimal karena harus dibangun di tiap-tiap pulau sehingga diusulkan penggunaan kapal desalinasi air laut. Tugas Akhir ini bertujuan untuk menganalisis model pasokan air bersih yang paling sesuai di wilayah Kepulauan Seribu yaitu dengan menggunakan alat desalinasi darat shore plant menggunakan kapal desalinasi air laut floating plant atau kombinasi keduanya. Untuk perencanaan rute operasi kapal desalinasi air laut digunakan konsep travelling salesman problem TSP. Selanjutnya beberapa model operasi dikembangkan berdasarkan kombinasi jumlah shore plant dan floating plant serta pola operasinya. Pada Tahap akhir optimisasi digunakan model optimisasi binary integer programming BIP untuk pemilihan model pasokan dengan biaya paling minimum. Hasil analisis menunjukkan bahwa kombinasi shore plant dan floating plant menghasilkan biaya minimum untuk memproduksi air minum sebesar Rp32.164. Biaya ini 26 lebih rendah bila dibandingkan dengan penggunaan floating plant seluruhnya dan 3 lebih rendah bila dibandingkan dengan menggunakan shore plant seluruhnya. Sedangkan unit cost untuk memproduksi air bersih adalah Rp28.709m3. Biaya ini 11 lebih murah dibandingkan dengan biaya produksi air minum.

Kepulauan Seribu cannot fulfill the demand for fresh water entirely by itself. Hence to meet the needs of fresh water in that islands the Government of DKI Jakarta has provided and operated seawater desalination plants. However the use of those plants is considered not optimum because it must be installed in each island. Thus it is proposed to use floating desalination plant to supplement it. The purpose of this Final Project is to analyze the most suitable water supply model for Kepulauan Seribu by using shore desalination plant floating desalination plant or combination of both. The concept of traveling salesman problem TSP is used for route planning operation of floating desalination plant. Furthermore some operating models are developed based on the combination of shore plant and floating plant and the patterns of operation. At the final stage of optimization the binary integer programming BIP optimization model is used for the selection of the supply model with minimum cost. The result show that the minimum cost for producing potable water is Rp32.164m3. This cost is obtained by combining shore plant and floating plant operation. The unit cost is 26 lower than the use of floating plant entirely and 3 lower than the use of shore plant entirely. However to produce fresh water the unit cost is Rp28.709m3 11 cheaper than that of potable water.
