Abstract
Pengangkutan sampah di 31 kecamatan di Kota Surabaya
baru mencapai 80% dari total timbulan sampah. Dalam melayani
pemindahan dan pengangkutan sampah di Surabaya Pusat
disediakan 21 LPS/Depo sampah dengan dua metode
pengangkutan, yaitu metode hauled container systems (HCS) dan
stationary container system (SCS). Penelitian ini dilakukan karena
timbulan sampah belum seluruhnya terangkut. Penelitian ini
bertujuan untuk meneliti tingkat pelayanan pengangkutan sampah
di Surabaya Pusat dan merencanakan pelayanan untuk tahun 2019.
Pengukuran laju timbulan sampah dilakukan dengan
metode proyeksi penduduk dan weight-volume analysis.
Sedangkan rute pengangkutan sampah ditentukan dengan metode
vehicle routing problem with time windows (VRPTW).
Pengukuran waktu kerja dan waktu operasi kendaraan pengangkut
dilakukan di 30% LPS yang dilayani oleh truk HCS, dan 30% LPS
lainnya yang dilayani truk SCS. Pengambilan data dilakukan
sebanyak 2x untuk masing-masing kendaraan.
Hasil penelitian menunjukkan estimasi pelayanan
pengangkutan sampah di Surabaya Pusat pada tahun 2019 sebesar
79% dari total timbulan sampah. Kondisi tersebut disebabkan
kurang sesuainya kondisi pengangkutan eksisting dengan
ketentuan dari Kementerian Pekerjaan Umum. Dari aplikasi
VRPTW didapatkan tingkat pelayanan pengangkutan 100%
dengan biaya sebesar Rp 28.3 milyar

The transport service of municipal solid waste (MSW) in 31
districts in Surabaya City has recently reached 85%. Twentyone
transfer stations (TS) were provided for serving the transport of
waste in Surabaya Center. It was supported by two MSW transport
systems, namely hauled container systems (HCS) and stationary
container system (SCS) methods. This research was conducted in
Central Surabaya, considering that the MSW has not been
completely transported. This study aims to examine MSW
transportation service level in Central Surabaya, and to plan the
service in 2019.
The MSW generation rate was measured using population
projection method and weight-volume analysis. The MSW
transportation route was determined using the vehicle routing
problem with time windows (VRPTW) method. Working hours
and operation time of the MSW transport were measured in 30%
of TS which were served by HCS vehicles, and 30% of TS which
were served by SCS vehicles. Data collection was done twice.
The results showed that the MSW transport in Central Surabaya
was estimated at 79% from the total MSW generation in 2019. This
condition did not meet the Ministry of Public Works guideline.
Application of VRPTW method could achieve 100% of service
level at a cost of Rp 28.3 billions
