Abstract
Dinas Komunikasi dan Informatika (Dinkominfo) Kota Surabaya adalah dinas yang mempunyai tugas melaksanakan kewenangan daerah di bidang pengelolaan Teknologi Informasi dan Komunikasi serta melaksanakan tugas pembantuan yang diberikan oleh Pemerintah Kota Surabaya. Sebagai lembaga pemerintahan Dinkominfo mempunyai tugas dan fungsi besar dalam pembangunan Teknologi Informasi dan Komunikasi (TIK) di Kota Surabaya. Secara organisasi, terdapat tujuh departemen di Dinas Komunikasi Kota Surabaya diberi Handy Talky (HT) untuk mempermudah komunikasi antar pengguna dengan setiap departemen memiliki kode atau sandi masing masing. Dalam pengawasannya, pihak Dinas Komunikasi dan Informasi Kota Surabaya membuat website untuk menerjemahkan kode atau sandi yang berkaitan supaya dapat dimengerti oleh masyarakat umum.
