Abstract

Pemilihan calon kontraktor pemenang tender harus dilakukan proses penilaian agar mendapatkan calon kontraktor terbaik. Prakualifikasi dilakukan untuk memastikan perusahaan mendapatkan kontraktor yang terbaik dan memenuhi kualitas yang diinginkan. Saat ini Prakualifikasi belum dilakukan secara komprehensif, dimana Prakualifikasi lebih didasarkan pada persyaratan formalitas sehingga masih memungkinkan kontraktor yang tidak layak untuk dapat lolos. Sebagai beberapa contoh project konstruksi di lapangan yang mengalami keterlambatan akibat pemilihan kontraktor yang kurang tepat.
Maka dari itu dipilih sebuah proses penilaian prakualifikasi kontraktor konstruksi dengan metode Analythical Hierarchy Proses (AHP). Sebelum masuk ke proses evaluasi multi kriteria dengan metode AHP, dilakukan terlebih dahulu identifikasi kriteria , sub kriteria dan alternatif yang sesuai dengan prakualifikasi kontraktor konstruksi. Pengumpulan data pembobotan kriteria berdasarkan kuisioner diolah menggunakan Metode Delphi. Data kuisioner di dapatkan dari expert judgement narasumber yang berkaitan langsung dengan proses prakualifikasi kontraktor konstruksi serta dari studi literatur yang terdahulu.
Pada hasil penelitian ini, diperoleh model prakualifikasi kontraktor konstruksi yang dapat digunakan untuk menilai kompetensi kontraktor dengan bobot kriteria Kapasitas SDM yang dimiliki berdasar pengalaman kerja (20%) , Dukungan Keuangan (15%), Kapasitas SDM yang dimiliki berdasar kompetensi (15%), Kepatuhan Pajak (9%), Kualitas Kerja (7%), Reputasi (6%), Bidang pekerjaan yang sedang dikerjakan (5%), Pengalaman Sejenis (5%), Memiliki kesadaran K3 dan Mutu (5%), Ijin Usaha (4%), Data perusahaan (4%), Data peralatan (4%), dan yang terakhir Landasan Hukum Pendirian (3%).

The selection of the winning contractor candidate must be carried out in order to get the best prospective contractor. Prequalification is done to ensure the company gets the best contractor and meets the desired quality. At present the Prequalification is not yet complete, while the Prequalification is more in line with the formality requirements, it still needs an inadequate contractor to qualify. As examples of development projects in the field that correct delays due to inappropriate selection of contractors.
Therefore a process of pre-qualification construction contractor was chosen using the Analytical Hierarchy Process (AHP) method. Before entering into the multi-criteria evaluation process using the AHP method, the criteria, sub-criteria and alternatives are in accordance with the pre-qualification of the construction contractor. Data collection criteria based on questionnaires were processed using the Delphi Method. Questionnaire data were obtained from expert expert evaluations that were directly related to the pre-qualification process of construction contractors as well as from published literature studies.
In the results of this study, a construction contractor prequalification model is obtained that can be used to assess the competence of the contractor by weighting the criteria for Human Resource capacity based on work experience (20%), financial support (15%), competency based human resource capacity (15%), Tax Compliance (9%), Quality of Work (7%), Reputation (6%), Field of work being done (5%), Similar Experience (5%), Having awareness of K3 and Quality (5%), Business Permit ( 4%), company data (4%), equipment data (4%), and the last legal foundation of establishment (3%).
