Abstract

Untuk menjadi perusahaan yang berkembang dan berkelanjutan, badan klasifikasi nasional harus memiliki kemampuan dan peran yang signifikan dalam industri perkapalan, serta dapat mengembangkan bisnis di bidang komersil. Dari laporan keuangan dan hasil analisis gap pada RJPP 2020-2024, menunjukkan bahwa kinerja perusahaan belum optimal, dan realisasinya belum sesuai dengan harapan perusahaan. Untuk itu, diperlukan suatu model manajemen strategi dan proporsi sektor bisnis yang optimal sesuai dengan tujuan, visi dan misi perusahaan.
Model manajemen strategi diperoleh dengan memformulasikan orientasi strategis sehingga didapatkan prioritas grand strategi dan program kerja perusahaan. Rencana implementasi strategi menggunakan metode Business Model Canvass yang dipadukan dengan Balanced Scorecard. Optimasi rasio pendapatan sektor bisnis perusahaan menggunakan metode pemrograman linier dan dibuat laju pertumbuhan rasio pendapatan sektor bisnis perusahaan untuk proyeksi 5 tahun ke depan.
Beberapa strategi prioritas dan program peningkatan kinerja perusahaan yang didapatkan adalah: pengembangan bisnis baru untuk perolehan pendapatan yang tinngi; peningkatan kualitas layanan, kepuasan & loyalitas pemakai jasa, dan pembuatan market plan yang tepat sehingga penetrasi pasar efektif; serta menjadi anggota IACS untuk memperluas bisnis ke pasar global. Dari hasil model optimasi didapatkan proyeksi proporsi pertumbuhan pendapatan sesuai sektor bisnis BKI yang paling optimal adalah klasifikasi sebesar 59% dan komersil sebesar 41% (2021), klasifikasi sebesar 53% dan komersil sebesar 47% (2022), klasifikasi sebesar 50% dan komersil sebesar 50% (2023), klasifikasi sebesar 48% dan komersil sebesar 52% (2024), klasifikasi sebesar 45% dan komersil sebesar 55% (2025).

To become a growing and sustainable company, the National Classification Agency must have significant capabilities and roles in the shipping industry, as well as develop business in commercial sector. From the financial reports and gap analysis results of RJPP 2020-2024, the company's performance has not been optimal and its realization has not been in accordance with the company’s targets. Therefore, it requires a strategic management model and proportion of the business sector in accordance with the objectives, vision and mission of the company.
The strategic management model were obtained by formulating a strategic orientation in order to obtain grand strategy and work programs. The strategy implementation plan obtained was using the Business Model Canvass method combined with the Balanced Scorecard. Optimization of the company's business sector revenue ratio obtained was using the linear programming method and the growth rate of the company's business sector revenue ratio was made for the next five years projection.
The priority strategies obtained were developing the business to achieve high revenue; improving service quality, customer satisfaction & loyalty, and creating market plan for effective market penetration; and becoming an IACS member to expand the business to global market. From the results of the optimization model, the optimal proportion projection of revenue growth according to BKI's business sector were classification of 59% and commercial of 41% (2021), classification of 53% and commercial of 47% (2022), classification of 50% and commercial of 50% (2023), classification of 48% and commercial of 52% (2024), and classification of 45% and commercial of 55% (2025).
