Abstract

Pertumbuhan armada pelayaran nasional mengalami peningkatan yang cukup signifikan dari tahun ke tahun. Peningkatan tersebut juga terjadi di Pelabuhan Merauke sehingga diperlukan analisa dan kajian ulang terhadap kinerja sarana dan prasarana pelabuhan. Hal ini penting untuk dilakukan karena kenaikan jumlah kedatangan kapal dan peti kemas dapat mengakibatkan kinerja sarana dan prasarana pelabuhan menurun. Pada saat ini kondisi BOR dan YOR Pelabuhan Merauke berada pada kategori yang baik namun BOR mengalami peningkatan yang cukup signifikan. Dari kondisi tersebut kemudian dilakukan peramalan untuk lima tahun ke depan(2020-2024) dan didapatkan hasil bahwa BOR pada tahun 2024 sudah mencapai 98,82% yang artinya BOR sudah melebihi standar yang telah ditetapkan sedangkan untuk YOR pada tahun 2024 adalah 66,67% yang artinya YOR masih dibawah standar dan masih dikategorikan baik. Oleh karena itu, selanjutnya dilakukan evaluasi faktor-faktor penyebab penurunan BOR dengan metode fault tree analysis. Dari hasil analisa metode FTA didapatkan tiga probabilitas basic event tertinggi penyebab penurunan BOR yaitu jumlah fixed crane tidak mencukupi dengan probabilitas sebesar 0,0461, jumlah reach stacker tidak mencukupi dengan probabilitas sebesar 0,0362 dan panjang dermaga tidak memadai dengan probabilitas sebesar 0,0355. Hasil fault tree analysis kemudian dijadikan acuan dalam pengembangan pelabuhan menggunakan ARENA sehingga didapatkan hasil skenario dengan utilisasi dibawah standar DJPL yaitu skenario 2 dengan dilakukan penambahan 1 unit fixed crane dan menambah panjang dermaga sepanjang 135 m.

The growth of the national shipping fleet has increased quite significantly from year to year. This increase has also occurred in Merauke Port, so it is necessary to analyze and review the performance of port facilities and infrastructure. This is important to do because the increase in the number of arrivals of ships and containers can result in the performance of port facilities and infrastructure to decline. Currently, the BOR and YOR conditions of Merauke Port are in a good category but BOR has increased quite significantly. From this condition, forecasts were made for the next five years (2020-2024) and the results showed that the BOR in 2024 had reached 98.82%, which means that BOR had exceeded the predetermined standards, while for YOR in 2024 it was 66.67% which means YOR is still below standard and still categorized as good. Therefore, the next step is to evaluate the factors causing a reduction in BOR by using the fault tree analysis method. From the analysis of the FTA method, it is found that the three highest basic event probabilities cause the decrease in BOR, namely the limited number of fixed cranes with a probability of 0.0461, the number of reach stackers is limited with a probability of 0.0362 and the length of the pier is inadequate with a probability of 0.0355. The results of the fault tree analysis are then used as a reference in port development using ARENA so that the results of scenarios with utilization below the DJPL standard are scenario 2 by adding 1 fixed crane unit and increasing the length of the pier along 135 m.
