Abstract

Di setiap pelaksanaan proyek tidak semua sesuai rencana, banyak faktor yang menghambat perencanaan awal yang mengakibatkan terjadinya keterlambatan. Keterlambatan proyek dapat mengakibatkan kerugian baik dari pihak pemilik proyek ataupun pihak kontraktor. Permasalahan diatas terjadi pada pembangunan Struktur Submerged Turret Production Buoy “Reliance” yang dikerjakan oleh PT. NOV Profab Indonesia dengan speck data: berat 1156 Tons, tinggi 28937 mm, diameter 13500mm. Berdasarkan permasalahan tersebut, maka diperlukan penelitian untuk menganalisa faktor penyebab keterlambatan proyek. Pada penelitian ini dilakukan analisa mengenai faktor-faktor penyebab keterlambatan proyek dengan menggunakan Fault Tree Analysis. Dan dilanjutkan dengan perhitungan terhadap jumlah manpower untuk mengejar penyelesaian proyek. Dalam penelitian ini, metode yang digunakan untuk menghitung jumlah manpower adalah metode pendekatan perhitungan welddeposit. Dari perhitungan yang telah dilakukan didapatkan faktor penyebab keterlambatan proyek dengan rincian client bermasalah dengan probabilitas 0,048812, perencanaan dan manajemen kurang baik dengan probabilitas 0,218186, kontraktor bermasalah dengan probabilitas 0,037472, dan dengan probabilitas top event sebesar 0,304470. Faktor utama penyebab keterlambatan proyek adalah adanya Perencanaan dan manajemen kurang baik yaitu adanya lack of acces. Dan pendekatan jumlah man power yang dibutuhkan untuk mengejar penyelesaian proyek adalah sejumlah 51 welder, dengan rincian sejumlah 22 welder pada section turret shaft, 11 welder pada section mooring lug cluster prefabrication, 18 welder pada section lug cluster assembly.

In every project implementation, not everything is according to plan, there are many factors that hinder the initial planning which results in delays. Project delays can result in losses for both the project owner and the contractor. The above problems occurred in the construction of the Submerged Turret Production Buoy "Reliance" structure which was carried out by PT. NOV Profab Indonesia with speck data: weight 1156 tons, height 28937 mm, diameter 13500mm. Based on these problems, research is needed to analyze the factors causing project delays. In this study, an analysis of the factors causing project delays was carried out using a Fault Tree Analysis. And continued with the calculation of the number of manpower to pursue project ignition. In this study, the method used to calculate the number of manpower is the weld deposit calculation method. From the calculations that have been done obtained causative factors of project delay with problematic client details with a probability of 0.048812, poor planning and management with a probability of 0.218186, problematic contractors with a probability of 0.037472, and with a top probability of event of 0.304470. The main factor causing project delays is the lack of planning and management, namely lack of acces. And the approach of the number of man power needed to pursue the completion of the project is a number of 51 welders, with details of a total of 22 welders on the section turret shaft, 11 welder on the section mooring lug cluster prefabrication, 18 welder on the section lug cluster assembly.
