Abstract

Berdasarkan data dari Badan Pusat Statistik (BPS) pada tahun 2016, Kabupaten Bojonegoro menduduki peringkat ke 2 dengan pertumbuhan ekonomi tertinggi di Jawa Timur. Mobilitas manusia maupun barang dan jasa sangat tinggi. Banyak kendaraan-kendaraan berat seperti truk bermuatan yang panjang yang melintasi tengah kota. Kendaraan-kendaraan tersebut menimbulkan kepadatan lalu lintas di pusat Kabupaten Bojonegoro. Hal itu dikarenakan tidak adanya alternatif jalan lain selain jalur di pusat kota. Ringroad merupakan sebuah jalan yang melingkari pusat kota. Ringroad juga memiliki peranan yang sangat penting dalam memecah kepadatan lalu lintas di dalam kota. Adanya Ringroad mempunyai banyak manfaat salah satunya adalah meningkatkan pertumbuhan ekonomi di daerah tersebut. Dalam perancangan desain geometrik dan perkerasan jalan lentur pada Bojonegoro Outer Ring Road (BORR) Kabupaten Bojonegoro, sehingga jalan ini mampu mengatasi masalah di Kabupaten Bojonegoro. Dan juga jalan yang akan dilalui ini dapat memberikan rasa aman dan nyaman bagi pengguna jalan.
Untuk merancang desain geometrik jalan raya dan perkerasan jalan raya banyak hal-hal yang menjadi acuan dalam membuat perancangan geometrik dan perkerasan lentur jalan raya ini meliputi penentuan trase jalan, perhitungan alinyemen horizontal, perhitungan alinyemen vertikal, perhitungan volume cut dan fill, perhitungan tebal perkerasan lentur, perhitungan dimensi saluran drainase jalan, perhitungan rencana anggaran biaya, dan gambar teknis. Perancangan geometrik jalan ini dilakukan dengan menggunakan bantuan software AutoCAD Civil 3D 2018. Metodologi yang digunakan berpedoman pada Peraturan Tata Cara Perencanaan Geometrik Jalan Antar Kota No. 038/TBM/1997 untuk menentukan trase jalan yang baik, perhitungan alinyemen horizontal dan alinyemen vertikal. Perhitungan pembebanan lalu lintas (trip assigment) menggunakan metode Smock (1962). Pada perencanaan perkerasan lentur menggunakan pedoman Manual Desain Perkerasan Jalan No.04/SE/Db/2017 untuk mendapatkan tebal perkerasan sesuai umur rencana. Perencanaan drainase mengacu pada peraturan Pd-T-02-2006-B, serta peraturan rencana anggaran biaya total menggunakan HSPK Kabupaten Bojonegoro yang diperlukan pada perencanaan ini
Berdasarkan hasil analisis dan perhitungan didapatkan desain geometrik jalan menggunkanan tipe 4/2D dengan lebar jalur 7 m dengan lebar lajur 3,5 m. Dalam perencanaan alinyemen horizontal didapatkan 8 tikungan dengan tipe Spiral-Circle-Spiral dan perencanaan alinyemen vertikal yaitu 4 cekung dan 5 cembung. Hasil trip assignment menggunakan metode smock didapatkan perpindahan kendaraan ke jalan rencana sebesar 83%. Susunan lapis perkerasan lentur didapatkan lapis AC-WC dengan tebal 40 mm, lapis AC-WC dengan tebal 60 mm, lapis AC Base dengan tebal 245 mm, dan lapis LPA dengan tebal 300 mm. Perhitungan dimensi saluran dengan tipe saluran trapesium didapatkan 7 tipe. Perhitungan Rencana Anggaran Biaya (RAB) berdasarkan Harga Satuan Pokok Kegiatan (HSPK) didapatkan biaya sebesar Rp 436.991.205.600,49.

Many heavy vehicles such as long trucks cross the city center. These vehicles cause traffic congestion in the center of Bojonegoro Regency. This is because there are no other alternative roads besides the route in the city center. Ringroad is a road that circles the city center. The ring road also has a very important role in solving traffic congestion in the city. The existence of a Ringroad has many benefits, one of which is increasing economic growth in the area. In the design of geometric and flexible pavement designs on the Bojonegoro Outer Ring Road (BORR), Bojonegoro Regency, this road is able to solve problems in Bojonegoro Regency. And also the road that will be traversed can provide a sense of security and comfort for road users.
To design the geometric design of roads and highway pavements, there are many things that become references in making geometric and flexible pavement designs of this highway including determining road alignment, calculating horizontal alignment, calculating vertical alignment, calculating cut and fill volume, calculating flexible pavement thickness. , calculation of dimensions of road drainage channels, calculation of budget plans, and technical drawings. The geometric design of this road is carried out using the help of AutoCAD Civil 3D 2018 software. The methodology used is guided by the Regulation of the Inter-City Road Geometric Planning Procedure No. 038 / TBM / 1997 to determine good road alignment, calculation of horizontal and vertical alignments. The calculation of traffic loading (trip assessment) uses the Smock method (1962). In flexible pavement planning using the Road Pavement Design Manual No. 04 / SE / Db / 2017 guidelines to obtain the pavement thickness according to the design age. Drainage planning refers to the Pd-T-02-2006-B regulation, as well as the total cost budget plan regulations using the Bojonegoro Regency HSPK which are required in this planning.
Based on the results of the analysis and calculations, it is found that the geometric design of the road uses the 4 / 2D type with a 7 m wide lane and 3.5 m lane width. In the horizontal alignment plan, there are 8 bends with the Spiral-Circle-Spiral type and the vertical alignment planning, namely 4 concave and 5 convex. The results of the trip assignment using the smock method showed that the displacement of the vehicle to the planned road was 83%. The flexible pavement layer arrangement is obtained by an AC-WC layer with a thickness of 40 mm, an AC-WC layer with a thickness of 60 mm, an AC Base layer with a thickness of 245 mm, and an LPA layer with a thickness of 300 mm. Calculation of channel dimensions with trapezoidal channel types obtained 7 types. Calculation of the Budget Plan (RAB) based on the Main Unit Price of Activity (HSPK) obtained a fee of IDR 436,991,205,600.49.
