Abstract

Jalan merupakan prasarana transportasi darat untuk menghubungkan suatu daerah dengan daerah lainnya. Dalam Undang Undang No. 38 tahun 2004 menyebutkan bahwa jalan mempunyai peran penting dalam mewujudkan perkembangan kehidupan bangsa. Pertumbuhan ekonomi yang begitu cepat akan mengakibatkan pertumbuhan kendaraan yang akan berdampak pada kualitas jalan. Oleh karena itu, jalan harus dalam kondisi yang baik dan memadai sehingga dapat memberikan pelayanan maksimal kepada masyarakat yaitu aman, nyaman, lancar, dan selamat. Kerusakan perkerasan pada jalan Perimeter Utara – Perimeter Selatan terjadi cukup parah, tepatnya sepanjang 1 kilometer dari panjang total kurang lebih 6 kilometer. Kerusakan yang terjadi berupa lubang, gelombang, lapisan aspal yang terkelupas dan terjadi lendutan besar saat ada kendaraan berat bermuatan melintas pada jalan tersebut. Kerusakan tersebut terjadi akibat muatan kendaraan berat yang mengangkut material pada saat pelaksanaan pembangunan Jalan dan Jembatan Penghubung di Bandara Soekaro – Hatta. Selain muatan berlebih, kondisi saluran drainase pada ruas jalan tersebut tidak berfungsi secara maksimal.
Berdasarkan hal tersebut, kerusakan perkerasan jalan di Jalan Perimeter Utara – Perimeter Selatan ini perlu diperbaiki. Dalam perencanaan perbaikan digunakan dua jenis data primer berupa data lalu lintas dan data kerusakan jalan dan data sekunder berupa data harga satuan pokok kegiatan (HSPK). Data tersebut diolah kemudian dilakukan analisis. Pertama, dilakukan peninjauan kerusakan jalan secara visual dan riding quality. Kemudian, dilakukan peninjauan karakteristik lalu lintas pada saat ini dan dianalisi pada saat umur rencana. Lalu, dilakukan perencanaan tebal struktur perkerasan jalan. Setelah merencanakan tebal struktur, dilakukan pula analisis biaya. Terakhir, dipilih jenis perkerasan jalan yang paling sesuai ditinjau dari segi biaya selama umur rencana.
Berdasarkan hasil analisa data yang ada, didapatkan jenis perkerasan kaku sebagai perbaikan kerusakan Jalan Perimeter Utara – Perimeter Selatan dengan tebal perkeraan lapis drainase 15 cm, lapis pondasi LMC 10 cm dan tebal plat beton 28,5 cm. Dengan biaya awal konstruksi dan pemeliharaan sebesar Rp 34.231.907.890.

Roads are land transportation infrastructure to connect
one area to another. In Law No. 38 of 2004 states that roads have
an important role in realizing the development of national life.
Such rapid economic growth will result in the growth of vehicles
which will have an impact on road quality. Therefore, the road
must be in good and adequate condition so that it can provide
maximum service to the community, namely safe, comfortable,
smooth, and safe. The pavement damage to the North Perimeter -
South Perimeter roads was quite severe, to be precise along 1
kilometer from a total length of approximately 6 kilometers. The
damage that occurred was in the form of holes, waves, peeling
asphalt layers and a large deflection when a heavy vehicle passed
on the road. The damage occurred due to the load of heavy vehicles
carrying materials during the construction of roads and bridges at
Soekarno-Hatta Airport. Apart from overloading, the condition of
the drainage channel on the road is not functioning optimally.
Based on this, the damage to the pavement on the North
Perimeter - South Perimeter Road needs to be repaired. In the
planning of repairs, two types of primary data are used in the form
of traffic data and road damage data and secondary data in the
form of unit price data (HSPK). The data is processed and then
analyzed. First, a visual assessment of road damage and riding
quality was carried out. Then, the current traffic characteristics
are reviewed and analyzed at the planning age. Then, the pavement structure thickness planning is carried out. After planning the
thickness of the structure, a cost analysis is also carried out.
Finally, select the type of pavement that is most suitable in terms
of costs during the design life.
Based on the results of data analysis, the type of rigid
pavement was obtained as an improvement of on the Perimeter
North - South Perimeter with a drainage layer of 15 cm thickness,
LMC foundation layer of 10 cm thickness and a concrete plate of
28,5 cm thickness. With an initial construction cost and
maintenance cost of Rp 34.231.907.890.
