Abstract
Dermaga waterbase merupakan bandara yang dipergunakan untuk pesawat amfibi (seaplane). Pesawat seaplane merupakan wahana transportasi yang cocok digunakan untuk negara kepulauan dengan jarak antar pulau yang tidak jauh. Kegunaan pesawat amfibi ini diperuntukkan untuk pengiriman logistik bencana, kebutuhan transportasi yang cepat dan efisien maupun untuk kebutuhan pariwisata. Peneliti memilih studi penelitian di Kabupaten Anambas, Kepulauan Riau dikarenakan provinsi ini memiliki keindahan alam yang menakjubkan serta membutuhkan wahana transportasi karena mempunyai ribuan pulau. Kajian dilakukan dengan melakukan analisis hidrooseanografi (pola arus dan gelombang) daerah studi. Penelitian ini dibantu dengan data sekunder berupa data angin, data batimetri, dan data validasai pasang surut dan arus serta dimodelkan menggunakan software open source Delft-3D Flow dan Delft-3D Wave. Pemodelan arus dilakukan untuk mengetahui berapa kecepatan arus rata – rata pada daerah tersebut dan model gelombang dibuat untuk mengetahui tinggi gelombang pada daerah studi. Hasil analisis model dengan Delft-3, didapatkan tinggi gelombang rata rata sebesar 0,284 meter dan kecepatan arus rata rata 0,3 meter/detik. Kecepatan arus pasang surut purnama (spring tide) saat pasang tertinggi 0,31 meter/detik sedangkan kecepatan arus pasang surut perbani (neap tide) saat surut terendah 0,12 meter/detik. Kedalaman air di lokasi penelitian saat pasang tertinggi 6,234 meter dan surut tertinggi 3,561 meter. Menurut Peraturan Kementerian Perhubungan tentang Persyaratan Standar Teknis dan Operasional Keselamatan Penerbangan Sipil Bandar Udara Perairan (waterbase) nilai tinggi gelombang dan kecepatan arus rata-rata sudah memenuhi kriteria dibangunnya suatu bandara waterbase.

The waterbase is an airport used for seaplanes. Seaplane aircraft are suitable for archipelagic countries like Indonesia. The use of this amphibious aircraft is fast and efficient, especially for logistics distribution during disaster, also for tourism needs. A study is carried out in Anambas Regency, Riau Islands because this area has amazing natural beauty and need suitable transportation since it has thousands of islands. The study was carried out by examining the hydro-oceanographic condition, both current and wave patterns of the area. The secondary data in the form of wind data, bathymetry data, and tidal and current were used as input of Delft-3D Flow and Delft-3D Wave. The purpose of wave and current model is to evaluate the average wave height and current velocity is in the area of study. The Delft-3D modeling shows an average wave height of 0.284 meters and an average flow velocity of 0.3 meters / second were found in the study area. The speed of the highest spring tide is 0.31 meters / second, and the the lowest neap tide is 0.12 meters / second. The water depth at the research location at the highest tide is 6.234 meters and the lowest tide is 3.561 meters. According to the Ministry of Transportation's Regulation on the Technical and Operational Standard Requirements for the Safety of Civil Aviation at Waterbase Airports the value of wave height and average current velocity have met the criteria for the construction of a waterbase airport.
