Abstract
Fase engineering adalah tahapan yang penting dalam sebuah siklus proyek. Kesalahan dan kesalahpahaman dalam fase engineering dapat menyebabkan kegagalan konstruksi, re-work dan keterlambatan proyek. Tujuan utama dari penelitian ini adalah melakukan penilaian risiko dan analisis risiko untuk mengidentifikasi potensi risiko pada Proyek Reaktivasi Terminal Bahan Bakar Minyak (TBBM) milik Perusahaan X pada fase engineering. Dalam pelaksanaan proyek reaktivasi terminal yang dilakukan oleh Perusahaan Y sebagai EPC, berdasarkan data yang ada sering terjadi re-work dan beberapa kualitas pekerjaan tidak memenuhi persyaratan. Adanya keterlambatan proyek perbaikan fasilitas yang berdampak pada operasional terminal dikarenakan performa dari bagian engineering yang kurang maksimal. Variabel risiko didapat dari literatur dan data di lapangan, kemudian divalidasi oleh ahli yang kompeten di bidangnya dengan pengalaman lebih dari 15 tahun di proyek konstruksi. Responden penelitian ini adalah pihak kontraktor dan client yang terlibat di dalam proyek khususnya pada fase engineering. Teknik sampling yang digunakan adalah dengan penyebaran kuisioner dan analisis risiko menggunakan metode probability impact matrix. Selain itu juga dipergunakan analisis deskriptif kualitatif terhadap dampak yang ditimbulkan, respon penanggulangan dan pihak yang bertanggung jawab. Hasil akhir dari penelitian ini adalah identifikasi risiko kategori tinggi pada fase engineering. Dari hasil analisis diperoleh 6 dari 31 variabel faktor kategori tinggi yang terdiri dari faktor teknikal, faktor manajerial dan faktor eksternal. Tiga faktor dominan diantaranya yaitu keterlambatan penyerahan gambar desain, sistem manajerial internal kontraktor yang lemah dan jumlah engineer yang kurang. Adapun respon risiko yang digunakan yaitu berupa upaya pencegahan (strategi preventif) dan upaya penanganan (strategi kuratif).

The risk is a measurable part of uncertainty, for which we are able to estimate the occurrence probability and the size of damage. Engineering phase is an important stage in project life cycle. An error or misunderstanding in engineering phase may lead to project construction failure, rework and delay. The main purpose of this study is to perform risk assessment and risk analysis to identify the potential risks on Fuel Oil Terminal Reactivation Project owned by Company X in engineering phase. In execution of terminal reactivation projects undertaken by Company Y as EPC, according to existing data frequent incidence of rework and several qualities of work did not meet with the requirement. There have been project delays on terminal facilities operations due to lack of performance in engineering department. Risk variables of this study obtained from literature and data on site and validated by senior engineers with experience more than 15 years in large construction project. The respondents of this study are contractor and owner who are involved in this project, especially in engineering phase. The sampling method using questioner distribution and variables of risk have been analyzed using probability- impact matrix. It also used a qualitative descriptive analysis of the risk impacts, risk responses and responsibility party. The final result from this study is the identification of high-risk category in the engineering phase. From the analysis obtained 6 from 31 variables most dominant factors which categorized as technical factors, managerial factors and external factors. The three dominant factors including delays in submitting design drawings, weak contractor managerial system and insufficient number of engineers. The risk response used is preventive strategies and curative strategies.
