Abstract
Pembangunan dan pengembangan jalan hampir selalu diikuti dengan penambahan fasilitas Penerangan Jalan Umum (PJU), jumlah titik PJU terus bertambah sehingga mengakibatkan peningkatan pembayaran rekening PJU. Investasi di sektor efisiensi memiliki beberapa risiko, salah satunya adalah masalah periode pengembalian dana investasi. Oleh karena itu, penting dilakukan proyek efisiensi energi yang didasari berbasis kinerja perlu dilakukan. Artinya, segala kegiatan yang berkaitan dengan efisiensi energi harus dibayar dari penghematan rekening itu sendiri. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis risiko dari proyek efisiensi energi berbasis kinerja. Dalam penelitian ini digunakan Fault Tree Analysis sebagai metoda untuk mencari sumber risiko, yang memungkinkan ESCO (Energy Service Company) untuk menghadapi risiko yang terjadi. Proses tersebut dilakukan dengan identifikasi risiko, analisis risiko, dan evaluasi risiko. Hasil penelitian menunjukkan bahwa ada 13 variabel risiko yang mungkin terjadi pada proyek ini. Untuk mengurangi risiko kurang fahamnya pihak terkait akan ESCO dilakukan mitigasi berupa sosialisasi mendalam kepada semua pihak mengenai proyek ESCO sehingga dapat meningkatkan tingkat keberhasilan proyek. =============================================================================================
The construction and development of roads, which are almost all equipped with street lighting facilities (PJU), the number of PJU continues to grow with the increase in PJU account expenditures. Efforts to reduce accounts can be achieve with energy efficiency and have been done with the use of solar PJUs. One of it is the problem of the period of return on investment funds. Therefore, it is important to di energy efficiency projects based on performance. All activities related to energy efficiency must be paid from savings accounts themselves. From this background, the purpose of this study is to obtain the concept of risk mitigation from performance-based energy efficiency projects. This research discusses the application of Fault Tree Analysis as a risk system to look for risk factors, which enables ESCO (Energy Service Company) to deal with the risk that occur. The process is carried out by risk identification, risk analysis, and risk evaluation. With the FTA method, this study identified 13 risk variables that were assessed according to their probabilities. To reduce the risk of lack of understanding by related parties on ESCO, mitigation is carried out in the form of in-depth socialization to all parties regarding the ESCO project so as to increase the success rate of the project.
