Abstract
Pelabuhan Perikanan Nusantara (PPN) Brondong yang direlokasi ke tempat baru pada tahun 2019, menimbulkan beragam reaksi dari pengguna pelabuhan tersebut. Relokasi pelabuhan ini dianggap belum berjalan dengan baik karena tata ruang kegiatan perikanan masih belum sesuai dengan aturan yang ada. Selain itu, pendangkalan yang terjadi pada kolam pelabuhan di lokasi baru menghambat beberapa kegiatan, seperti, pembongkaran muatan ikan, tambat kapal, pengisian perbekalan kapal dan perbaikan kapal. Hal tersebut memerlukan pembenahan sehingga dapat meningkatkan kelancaran kegiatan perikanan. Tugas Akhir ini bertujuan untuk mengidentifikasi dampak relokasi PPN Brondong serta merencanakan peningkatakan utilitas fasilitas yang lama. Langkah pertama yang penting dilakukan adalah meramalkan hasil produksi tangkapan, kunjungan kapal serta kebutuhan perbekalan untuk kapal melaut. Analisis Biaya Manfaat (Benefit Cost Ratio/BCR) dilakukan untuk mengetahui dampak relokasi pelabuhan. Nilai BCR yang diperoleh adalah 0,5 mengindikasikan bahwa relokasi tersebut “Tidak Layak”. Berdasarkan hal tersebut, peningkatan kinerja pelabuhan secara keseluruhan perlu dilakukan dengan mengembangkan terminal di lokasi yang lama. 2 (dua) skenario dikembangkan dengan memperhatikan fasilitas yang ada, yaitu dengan: (i) memberdayakan kembali pelabuhan lama dengan melakukan perbaikan fasilitas dan (ii) melakukan penambahan fasilitas dan penambahan kapasitas dermaga. Kedua skenario layak untuk dilaksanakan berdasarkan hasil nilai Net Present Value (NPV) maupun analisis biaya manfaat. Nilai NPV Skenario 1 dan 2 berturut-turut sebesar Rp 3.308.744.199 dengan payback period tahun-7 dan Rp 15.865.204.183 dengan payback period tahun-13. Karena masing-masing nilai BCR dapat diterima, incremental BCR perlu dilakukan untuk memilih skenario terbaik. Hasil analisis menunjukkan bahwa scenario B merupakan pilihan terbaik.

Brondong Fishery Port which was relocated to nearby location in 2019, has considered not going well by its stakeholders, because its fishery activity layout has not complied the regulation. In addition, sedimention occured in the new location hampers fishery activities, such as, cargo unloading, mooring, transferring supplies and ship reparing. This requires improvement in order to provide smooth fishing activities at the port. The objectives of this Final Project are to identify impact of the relocation as well as to plan improvement utility of the old facility. Initially, fish catchment, fishing vassel call and supplies for fishing operation have to be forecasted. Benefit Cost Ratio (BCR) is carried out in order to justify the impact of the relocation. The Benefit Cost Ratio, 0.5, indicates that the relocation is “not feasible”. Based on the ratio, the overall port productivitity needs to be performed by improving the old terminal. 2 (two) scenarios are developed by considering the existing facility, that is, by (i) repairing the facility of the old port and (ii) bulding new facility and increasing berth capacity. Both scenarios are feasible based on because of the value of Net Present Value (NPV) and benefit cost analysis (BCR) are accepted. NPVs of scenario 1 and 2 are Rp 3,308,744,199 with payback period 7 years and Rp 15.865.204.183 with payback period 13 years, consecutively. Because BCR values of both scenarios are sufficient, an incremental BCR needs to be carried out in order to get the best scenario. Result of the analysis shows that scenario B is the best choice.
