Abstract

Pada tahun 2019, volume peti kemas yang dilayani di Terminal Peti Kemas
Makassar (TPM) melebihi kapasitas lapangan penumpukan yang dimilikinya. Hal
ini menyebabkan terjadinya antrian kapal yang akan melakukan kegiatan bongkar
muat dan pada akhirnya akan memperpanjang waktu kapal di pelabuhan. Keadaan
ini disebabkan oleh keterbatasan tambatan dan lahan. Untuk mengatasi keterbatasan
tambatan, transfer barge biasa digunakan sebagai penghubung antara kapal yang
sedang menunggu dengan dermaga. Oleh karena itu, Tugas Akhir ini bertujuan
untuk mendesain pola operasi transfer barge yang dapat mengurangi waktu tunggu
kapal di pelabuhan serta mendesain rancangan awal barge tersebut. Langkah
pertama yang dilakukan adalah menghitung serta meramalkan volume peti kemas
yang tidak terlayani pada tahun 2020 sampai 2025. Metode optimasi digunakan
untuk mencari ukuran optimal barge. Hasil optimasi menunjukkan bahwa untuk
memenuhi demand diperlukan 4 (empat) barge dengan ukuran panjang (Lpp)
107,13 meter, lebar (B) 28,85 meter, tinggi (H) 7,86 meter, dan sarat (T) 4,86 meter.
2 (dua) skenario pola operasi dikembangkan, yaitu, dengan menggunakan, (i) 4
(empat) unit barge yang bergerak melayani bongkar muat, serta (ii) d 2 (dua) unit
barge yang diam di lokasi labuh kapal, dan 2 (dua) unit barge lainnya untuk
memindahkan muatan dari kapal ke dermaga. Kapal tunda dibutuhkan untuk
membantu proses operasi kedua skenario tersebut. Skenario pertama terpilih karena
menghasilkan waktu layanan minimum (92 hari) yang menyebabkan waktu layanan
berkurang 53 % dari kondisi yang ada saat ini. Analisis biaya menunjukan bahwa
transfer barge layak dioperasikan karena memiliki nilai Net Present Value (NPV)
positif (Rp118.827.072.596) serta Internal Rate of Return (IRR) sebesar 19.25%,
yang melebihi nilai weighted cost of capital (WACC). Nilai payback period dari
investasi terjadi pada tahun ke-5

In 2019, the volume of containers served at the Makassar Container Terminal (TPM) exceeded the capacity of container yard. This caused several ships had to wait for a longer period of time until day could load/unload the cargo. This would extend ship time in the port. These circumstances were caused by limited number of quays and limited area for container yard. Transfer barge is commonly used to link a waiting vessel with the available dock. Therefore, this Final Project aims to design a transfer barge operational pattern in order to reduce ship waiting time as well as to design a preliminary design of the barge. The volume of unserved containers is calculated and forecasted from 2020 until 2025. Optimization method is used to find the optimal size of barge. The optimization results shows that, in order to meet the demand of unserved containers, the operation requires 4 (four) barges with the length (Lpp) of 107.13 meters, width (B) 28.85 meters, height (H) 7.86 meters, and draft (T) 4.86 meters. Two operational pattern scenarios are developed, that is by utilizing, (i) 4 (four) barges which link loading and unloading between the ship and the berth, as well as, (ii) 2 (two) stationary barges at anchoring locations, and 2 (two) moving barges are used as cargo transfer facility to/from the berth. Tugboat is deployed to assist the barge operation. The first scenario was selected because it gives the minimum service time (92 days) which can reduce the existing port service time of a ship by 53%. The cost analysis shows that the use of transfer barge is feasible because the value of Net Present Value (NPV) is possitive (IDR 118,827,072,596), and the Internal Rate of Return (IRR), 19.25% is larger than the value of weighted cost of capital (WACC). The payback period is at the 5th year.
