Abstract

Potensi di kawasan Greater Surabaya Metropolitan Ports begitu besar, di akhir tahun 2020 tercatat sebanyak 13.088 unit kapal beroperasi yang membuat kawasan lautnya menjadi kawasan yang alur pelayarannya terpadat di Indonesia. Kawasan tersebut juga sedang melaksanakan pembangunan rencana pelabuhan baru (Teluk Lamong, Socah) sehingga mengakibatkan sedimentasi dan juga penyempitan alur laut serta penyempitan wilayah laut Selat Madura sehingga mengakibatkan perubahan luas wilayah laut. Penelitian ini bertujuan untuk mengevaluasi fasilitas perairan sesuai dengan peraturan DLKp/DLKr yang berlaku yang dapat mempengaruhi jarak, waktu dan biaya operasional kapal. Dalam melakukan evaluasi, digunakan metode model matematis optimasi untuk mengurangi jarak, waktu dan biaya operasional kapal. Dengan turut menganalisa kedalaman laut, kondisi area terbatas, posisi antar fasilitas serta kondisi saat ini yang menjadi faktor batasan. Juga terdapat tujuh pelabuhan yang dijadikan sebagai pelabuhan tujuan, diantaranya Pelabuhan Manyar, Terminal PT. Siam Maspion (TUKS), Pelabuhan Gresik, Terminal Teluk Lamong, Terminal Petikemas Surabaya, Tanjung Perak dan Terminal Socah. Hasil optimasi didapatkan posisi area fasilitas perairan yang efisien dengan total biaya operasional kapal keseluruhan sebesar 504,714,475 rupiah, dengan selisih 15.367.313 rupiah lebih murah dibandingkan menggunakan fasilitas saat ini.

At the end of year 2020 there were 13,088 vessels operating in The Greater Surabaya Metropolitan Ports area, making the sea in this region as the busiest shipping lanes in Indonesia, thus making The Greater Surabaya Metropolitan Ports area having a great potential. The area is also carrying out the construction of a new port plan (Teluk Lamong Terminal and Socah Terminal) resulting in sedimentation and also narrowing of sea lanes and narrowing of the Madura Strait sea area resulting in changes in the sea area. This study aims to evaluate the water facilities in accordance with the applicable PIA/PWA regulations which can affect the distance, time and operational costs of the ships operating in this area. In evaluating, the mathematical model optimization method is used to reduce the distance, time and operational costs of the ships, by analyzing the depth of the sea, the condition of the limited area, the position between the facilities and the current conditions which are the limiting factors. There are seven ports that are used as destination ports in this area, including Manyar Port, PT. Siam Maspion Terminal (Private Terminal), Gresik Port, Teluk Lamong Terminal, Surabaya Container Terminal, Tanjung Perak Port and Socah Terminal. Efficient position of the water facility area is obtained from the optimization method with a total operational cost of the ship as much as Rp. 504,714,475, with a difference of Rp. 15,367,313 cheaper than using the current facilities.
