Abstract

Pemindahan Ibu Kota Negara (IKN) baru ke Penajam Paser Utara dan Kutai Kartanegara, Kalimantan Timur menyebabkan meningkatnya kebutuhan material pembangunan ke lokasi Ibu Kota Negara (IKN) baru. Pengiriman material pembangunan 90% melalui jalur laut dan memerlukan infrastruktur transportasi laut yang memadai. Pelabuhan Semayang Balikpapan menjadi salah satu pelabuhan terdekat dengan lokasi pemindahan Ibu Kota Negara (IKN) baru dapat dijadikan alternatif penunjang pemindahan. Tujuan penelitian dalam tugas akhir ini adalah membuat model pengembangan infrastruktur Pelabuhan Semayang Balikpapan. Dalam membuat model pengembangan, digunakan analisis nilai Berth Occupancy Ratio (BOR), Storage Occupancy ratio (SOR) dan kedalaman alur pelayaran dan kolam pelabuhan dengan skenario penggunaan 5 (lima) jenis kapal yani general cargo, petikemas, bulk carrier, tanker, dan LCT dengan variasi payload 5000 hingga 25000 ton. Dari analisis tersebut didapatkan hasil perlu adanya penambahan panjang dermaga 3.350 m untuk penggunaan kapal general cargo dan 2.683 m untuk penggunaan kapal petikemas. Penambahan gudang penyimpanan seluas 80.323 m2 untuk muatan kapal general cargo, seluas 29.599 m2 untuk muatan petikemas dan 8.257 m2 untuk muatan bulk carrier dan tanker. Pengerukan alur pelayaran dan kolam pelabuhan dilakukan pada kapal dengan variasi payload 20000 ton sedalam 1,5 m dan variasi payload 25000 ton sedalam 2 m.

The relocation of the new National Capital City (IKN) to Penajam Paser Utara and Kutai Kartanegara, East Kalimantan has resulted in an increase in the need for construction materials to the location of the new State Capital (IKN). 90% of construction materials are shipped by sea and require adequate marine transportation infrastructure. Semayang Port Balikpapan is one of the closest ports to the location of the new State Capital (IKN) relocation which can be used as an alternative to support the relocation. The research objective in this final project is to create a model for infrastructure development at the Semayang Port in Balikpapan. In making the development model, analysis of the value of Berth Occupancy Ratio (BOR), Storage Occupancy Ratio (SOR) and the depth of shipping lanes and port pools with scenarios of using 5 (five) types of vessels, namely general cargo, containers, bulk carriers, tankers, and LCT. with a payload variation of 5000 to 25000 tons. From this analysis, it was found that there was a need for an additional 3,350 m dock length for general cargo ships and 2,683 m for container ships. Additional storage area for 80,323 m2 for general cargo ships, 29,599 m2 for container cargo and 8,257 m2 for bulk carrier and tanker cargo. Dredging of shipping lanes and port ponds is carried out on ships with payload variations of 20,000 tonnes to
1.5 m deep and payload variations of 25 000 tonnes to 2 m deep.
