Abstract

Timbulnya permintaan pengguna jasa terhadap peningkatan kelas layanan menyebabkan perlu adanya standar yang jelas terkait definisi dari kelas layanan tersebut. Maka dari itu perlu adanya kajian mengenai seperti apa standar yang sesuai dan berapa tarif yang sesuai dengan layanan tersebut. Standarisasi dilakukan dengan melakukan pertimbangan dan kajian dengan alat transportasi yang juga memiliki layanan eksekutif. Beberapa poin standarisasi yang menjadi penting adalah luasan muatan. Semakin besar batas minimum standar luasan muatan, maka semakin sedikit mengangkut penumpang. Hal ini dapat memberi kesan eksklusif pada pengguna jasa khususnya penumpang. Berdasarkan standar yang telah dibuat, kemudian dihasilkan sebuah desain konseptual kapal yang sesuai dengan standar yang ada dengan ukuran yang diperoleh antara lain Lpp = 96,23 m, B = 16,35 m, T = 4,59 m, H = 6,85 m, dan Vs = 15 knot. Dalam proses perhitungan biaya, penerapan standardisasi ini berdampak pada tarif yang dibutuhkan (Required Freight Rate/RFR). Tarif yang dihasilkan tersebut lebih murah dari tarif yang sudah ada, antara lain tarif angkutan jasa penyebrangan kelas eksekutif sebesar Rp 10.022/SUP ini lebih murah 23,80% dari tarif saat ini sebesar Rp 16.283/SUP. Sedangkan tarif jasa pelabuhan yang didapat adalah sebesar Rp 2.948/SUP yang juga lebih murah dibandingkan dengan tarif lama sebesar 48% dengan tarif lama sebesar Rp 6.080.

The demand for service users to upgrade service class needs to has a clear
standard from the services. Therefore, it’s necessary to have a study regarding to
what the appropriate standard looks like and what the right cost is in accordance
with the service. The standardization is carried out by conducting a consideration
and studies by the transportation which also has an executive service. Several
points of standardization that become important is the loading area. The bigger the
minimum standard of loading area, the less it will carry passengers. This can give
an exclusive impression to service users, especially passengers. The standards
made, which will make a conceptual design of the ship accordance with the existing
standards. In the process of cost calculation, it turned out that the obtained rates
were cheaper than the existing rates. ased on the standards that have been made,
then it was produced a conceptual design of ship with sizes standards available for
such measures as Lpp = 96.23 m, B = 16.35 m, T = 4.59 m, H = 6.85. m, and Vs =
15 knots. In cost counting process, the implementation of this standardization has
an impact on the required tariff (Required Freight Rate / RFR). The resulting tariff
is cheaper than existing rates currently at Rp. 16,283 / SUP, the rate was expected
Rp 10,022 / SUP . Meanwhile, the port service tariff was expected IDR 2,948 /
SUP,which is also cheaper than the old tariff of 48% with the old tariff of IDR
6,080.
