Abstract

Pengembangan kawasan TOD harus memenuhi prinsip keamanan atau security untuk meningkatkan kualitas hidup masyarakatnya. Dalam memenuhi prinsip security, maka kawasan TOD harus memenuhi aspek keamanan dari tindak kejahatan. Kejahatan sendiri dipengaruhi desain fisik yang ada di dalam lingkungan. Salah satu bentuk strategi pencegahan kejahatan lewat desain lingkungan ialah melalui konsep Crime Prevention Through Environmental Design (CPTED). Adapun faktor-faktor dalam CPTED ialah natural surveillance, natural access control, territorial reinforcement, maintenance, dan activity support. Sedangkan wilayah penelitian sendiri ialah kawasan TOD Stasiun MRT Bundaran Hotel Indonesia Jakarta.
Wilayah penelitian merupakan kawasan TOD dari Stasiun MRT Bundaran Hotel Indonesia Jakarta. Pada penelitian ini, elemen-elemen yang termasuk setiap faktor diukur melalui instrumen rating berdasarkan persepsi keamanan ahli dan masyarakat. Hasil persepsi akan dilakukan komparasi dan dipetakan menggunakan analisis Multidimensional Scaling (MDS).
Hasil penelitian menunjukkan bahwa faktor maintenance dan faktor territorial reinforcement memiliki persepsi yang sangat bervariasi antara ahli dan masyarakat. Disamping itu, faktor natural surveillance dan faktor territorial reinforcement merupakan faktor yang dinilai paling kurang aman. Dengan menggunakan analisis Triangulasi, penelitian ini memberikan rekomendasi elemen-elemen yang dianggap kurang aman di wilayah studi berdasarkan prinsip perancangan CPTED.

The development of the TOD area must comply with the principle of security to improve the quality of life. In fulfilling the security principle, the TOD area must meet the security aspects of crime. Crime itself is influenced by the physical design in the environment. One form of crime prevention strategy is by the concept of Crime Prevention Through Environmental Design (CPTED). The factors in CPTED are natural surveillance, natural access control, territorial reinforcement, maintenance, and activity support. The research area is the transit oriented development area or TOD of the Bundaran Hotel Indonesia MRT Station Jakarta. In this study, the CPTED elements and indicators were measured through a rating instrument based on the security perception of experts and community. These perceptions were mapped and compared in Multidimensional Scaling (MDS).
The results showed that the maintenance and territorial reinforcement elements were perceived varied greatly between the experts and the community. Meanwhile, natural surveillance and territorial reinforcement indicators were rated unsafe mostly. Using Triangulation analysis, this research provided recommendations for elements that are considered unsafe in the study area based on CPTED design principles.
