Abstract

Proyek pembangunan conveyor system yang dikerjakan oleh PT Weltes Energi Nusantara, khususnya di area M7102-2E dan M7102-2F yang berada di area lepas pantai memiliki tantangan tersendiri karena akses lokasi kerja yang sulit dijangkau dan banyaknya segmen conveyor yang dibangun. Hal tersebut memunculkan beragam risiko yang perlu diidentifikasi, dianalisis, dan direspon untuk menghindari terjadinya kerugian bagi PT Weltes Energi Nusantara. Penelitian ini bertujuan untuk menganalisis risiko-risiko yang mungkin terjadi dan merumuskan respon risiko paling efektif dalam proyek pembangunan conveyor system di area lepas pantai.
Berdasarkan hasil studi literatur, diperoleh daftar risiko yang mungkin terjadi pada proyek pembangunan di area lepas pantai. Selanjutnya dilakukan tahapan-tahapan analisis, yang diawali dengan pelaksanaaan FGD untuk mengetahui risiko spesifik. Kemudian dilakukan penilaian risiko dengan analisis kualitatif menggunakan matriks risiko untuk mengetahui kategori risiko tinggi. Setelah diketahui daftar risiko tinggi selanjutnya dilakukan analisis kuantitatif menggunakan expected monetary value sebagai data terukur untuk langkah respon risiko. Alternatif respon diperoleh dari wawancara dengan responden sehingga diperoleh beberapara alternatif respon risiko yang kemudian dianalisis menggunakan decision tree untuk mendapatkan respon paling efektif.
Hasil penelitian menyatakan risiko kategori tinggi sebagai berikut: Risiko kerusakan alat berat; Kurang efisiennya penggunaan alat berat; Risiko operasi pengangkatan; Perubahan desain akibat perubahan kondisi lapangan; Risiko pada kapal tongkang saat beroperasi; Risiko ketidakseimbangnya kapasitas berat tongkang dengan berat conveyor; Risiko terhadap cainblock putus saat erection conveyor; Dan risiko terhadap traveler patah saat erection conveyor. Adapun hasil respon paling efektif pada risiko kategori tinggi sebagai berikut: Melakukan pengecekan record history perbaikan crane; Membuat schedule dan target kepada supervisor lapangan; Memilih kondisi sensor pengangkatan crane beroperasi sesuai aktual; Melibatkan pihak operasi saat proses desain serta meminta approval dengan desain yang disepakati; Melakukan survey jalur laut yang dilewati tongkang; Melakukan perhitungan manual dan simulasi menggunakan software kapasitas conveyor paling besar; Melakukan pengecekan sertifikat cainblock; Melakukan perhitungan kapasitas traveler dan melakukan simulasi software pada beban lebih besar 50% dari perhitungan.

The conveyor system construction project undertaken by PT Weltes Energi Nusantara, especially in the M7102-2E and M7102-2F areas which are offshore has its own challenges due to difficult access to work sites and the large number of conveyor segments being built. This raises a variety of risks that need to be identified, analyzed and responded to in order to avoid losses for PT Weltes Energi Nusantara. The research aims to identify risks that may arise, analyze risks, and formulate the most effective risk response in conveyor system development projects in offshore areas.
Based on the results of a literature study, a list of risks that may occur during the project is obtained. Furthermore, the stages of analysis are carried out, which begins with the implementation of FGD to determine specific risks. Then performed a qualitative analysis using a risk matrix to determine the high risk category. At high risk, a quantitative analysis is carried out using the expected monetary value as measured data for a risk response step. Alternative responses were obtained from interviews with respondents in order to obtain several alternative risk responses which were then analyzed using a decision tree to obtain the most effective response.
The results of the study stated that the high risk categories were as follows: Risk of heavy equipment damage; Inefficient use of heavy equipment; Surgical lifting risks; Design changes due to changes in field conditions; Risks to the barge while operating; Risk of imbalance between the weight capacity of the barge and the weight of the conveyor; Risk of cainblock breaking during conveyor erection; And the risk of traveler breaking during conveyor erection. The results of the response to the high risk category are as follows: Checking the crane repair history record; Make schedules and targets for field supervisors; Selecting the condition of the crane lift sensor operating according to the actual; Involving the operation party during the design process and requesting approval with the agreed design; Surveying the sea lanes that the barges pass through; Perform manual calculations and simulations using the largest conveyor capacity software; Check the cainblock certificate; Perform traveler capacity calculations and perform software simulations at loads greater than 50% of the calculation.Keywords: Risk management, conveyor, qualitative analysis, quantitative analysis, expected monetary value, decision tree
