Abstract

Terkait kewajiban untuk menerapkan SPBE (Sistem pemerintahan berbasis elektronik), maka semua Badan dalam pemerintah daerah, termasuk unit-unit di dalamnya, harus memanfaatkan teknologi informasi dan komunikasi dalam memberikan layanan kepada Penggunanya. Fakta menunjukkan sampai dengan awal tahun 2020 Badan yang merupakan induk dari Bidang XYZ yang menjadi obyek dalam pengembangan ini, belum memiliki arsitektur sistem informasi. Padahal Bidang XYZ memiliki tanggung jawab terhadap penyusunan dan pelaksanaan kebijakan daerah yang bersifat spesifik di bidang Kesatuan Bangsa dan Politik. Hal ini berdampak kurang optimalnya pengelolaan data dan informasi di lingkungan Bidang XYZ khususnya. Penelitian ini bermaksud akan memberikan alternatif solusi permasalahan ini melalui pengembangan desain artfifak organisasi, fungsional, dan proses bisnis dengan metode TOGAF. Pengembangan ini merupakan salah satu komponen utama dari SPBE. Pemilihan TOGAF sebagai framework adalah karena TOGAF lebih mapan dibanding framework lain yang paling banyak digunakan oleh perusahaan. Tahapan perancangan dimulai studi literatur, penyusunan Business Dictionary, penyusunan artifak-artifak terkait organisasi, fungsional, dan proses bisnis. Langkah-langkah ini secara keseluruhan akan menghasilkan pemodelan artifak arsitektur bisnis yang menjadi dasar pengembangan arsitektur sistem informasi dalam rangka peningkatan efisiensi dan kinerja Bidang XYZ. Secara keseluruhan telah berhasil disusun tiga artifak, yakni artifak terkait organisasi terdiri dari 19 diagram, yaitu Business entity diagram, actor organization diagram, organization decomposition flow diagram, organization decomposition role diagram, location organization diagram, location diagram. Artefak terkait fungsional terdiri dari 2 diagram, yaitu functional decomposition diagram dan goal/objective/service diagram . Sedangkan artefak terkait proses bisnis terdiri dari 25 diagram, dan satu rekapan business usecase, yang meliputi. procces flow diagram, business use case diagram, service/information diagram, business footprint diagram

Regarding the obligation to implement SPBE (electronic-based government system), all Bodies within the local government, including the units in it, must utilize information and communication technology in providing services to their Users. The facts show that up to the beginning of 2020 the Agency, which is the parent of the XYZ Division which is the object of this development, does not yet have an information system architecture. Whereas XYZ Division has responsibility for the formulation and implementation of regional policies that are specific in the field of National Unity and Politics. This resulted in less than optimal management of data and information in the XYZ Division in particular. This research intends to provide an alternative solution to this problem through the development of organizational, functional, and business process artifacts design using the TOGAF method. This development is one of the main components of SPBE. The choice of TOGAF as a framework is because TOGAF is more established than other frameworks that are most widely used by companies. The design stage begins with literature study, preparation of the Business Dictionary, preparation of artifacts related to organization, functionality, and business processes. Taken together, these steps will result in modeling of business architecture artifacts that form the basis of information systems architecture development in order to increase the efficiency and performance of XYZ Division. Overall, three artifacts have been successfully compiled, namely organization-related artifacts consisting of 19 diagrams, namely Business entity diagrams, actor organization diagrams, organization decomposition flow diagrams, organization decomposition role diagrams, location organization diagrams, and location diagrams. The functional related artifacts consist of 2 diagrams, namely the functional decomposition diagram and the goal / objective / service diagram. Meanwhile, business process-related artifacts consist of 25 diagrams and one business usecase summary, which includes: process flow diagrams, business use case diagrams, service / information diagrams, business footprint diagrams.
