Abstract

Invetasi yang besar dalam pengadaan dan penggunaan Sistem Informasi Administasi Kependudukan (SIAK) di Dinas Kependudukan dan Pencatatan Sipil (Dispendukcapil) Kabupaten Ende menuntut adanya evaluasi terhadap implementasi sistem ini. Di sisi lain, Model HOT Fit merupakan suatu model yang telah teruji dalam mengevaluasi sistem informasi, meskipun elemen yang digunakan untuk menilai user satisfaction pada model ini kurang dijelaskan dengan lebih detail.
Di Kabupaten Ende, sejak implementasi SIAK sampai saat ini, belum ada penilaian terhadap efektivitas dan efisiensi sistem informasi tersebut, padahal penilaian ini adalah salah satu cara untuk mengetahui tingkat keberhasilan implementasi SIAK. Akibatnya, hal-hal apa saja yang perlu ditingkatkan maupun diperbaiki untuk peningkatan pelayanan terhadap masyarakat, tidak diketahui.
Penelitian ini mengembangkan model HOT Fit agar dapat digunakan untuk mengukur efektivitas dan efisiensi SIAK di Kabupaten Ende. Pengembangan model dilakukan dengan menambahkan elemen End-User Computer Satisfaction (EUCS) ke dalam user satisfaction pada model HOT-Fit. Selanjutnya model yang telah dikembangkan ini digunakan untuk mengukur efektivitas dan efisiensi SIAK. Pengumpulan data dilakukan melalui wawancara terhadap para pengelola SIAK dan observasi terhadap aktivitas di Disdukcapil Kabupaten Ende. Berdasarkan hasil analisis, dilakukan pengukuran dengan menghitung capaian tiap indikator, baik untuk efektivitas maupun efisiensi.
Hasil penelitian ini adalah model HOT Fit yang khusus untuk pengukuran efektivitas dan efisiensi sistem informasi, serta tingkat efektivitas dan efisiensi SIAK di Kabupaten Ende. Hasil ini dapat digunakan untuk mempertahankan indikator yang telah terlaksana dengan baik, serta meningkatkan indikator yang belum maksimal sehigga pelayanan kepada masyarakat semakin baik dari hari ke hari.

The big investment in the procurement and use of the Population Administration Information System (SIAK) at the Department of Population and Civil Registration (Dispendukcapil) of Ende demands an evaluation of the implementation of this system. On the other hand, the HOT Fit Model is a model that has been tested in evaluating information systems, although the elements used to assess user satisfaction in this model are not explained in more detail.
In Ende District, since the implementation of SIAK, there has been no assessment of the effectiveness and efficiency of the information system, even though this assessment is one way to determine the success rate of SIAK implementation. At the end, it is not known what things need to be improved or improved in order to improve services to the community.
This study developed the HOT Fit model to measure the effectiveness and efficiency of SIAK in Ende. Model development by adding End-User Computer Satisfaction (EUCS) elements to user satisfaction on the HOT-Fit model. Furthermore, the result model is used to measure the effectiveness and efficiency of SIAK. Data collection was carried out through interviews with SIAK managers and observations of activities at the Ende District Disdukcapil. Based on the results, measurements were made by calculating the performance of each indicator, both for effectiveness and efficiency.
The results of this study are the HOT Fit model specifically for measuring the effectiveness and efficiency of information systems, as well as the effectiveness and efficiency of SIAK in Ende. These results can be used to maintain the indicators that have been implemented well, as well as increase the indicators that are not optimal yet, so that services to the community are getting better, day by day.
