Abstract

Pengadaan Barang dan Jasa Pemerintah (PBJP) sektor konstruksi merupakan program pemerintah yang diunggulkan untuk memenuhi kebutuhan infrastruktur masyarakatnya. Pemanfaatan dana publik sebagai sumber pendanaan kegiatan, membuat program ini rentan terhadap isu kepercayaan masyarakat dan rawan terjadi penyimpangan. Salah satu upaya yang dilakukan oleh para pelaku pengadaan terutama pemerintah yang merupakan manajemen PBJP adalah memastikan pelaksanaan program sesuai dengan prinsip-prinsip PBJP yakni efektif, efisien, transparan, terbuka, bersaing, adil dan akuntabel.
Surabaya sebagai salah satu kota besar di Indonesia, perlu terus memperbaiki dan membangun sarana infrastruktur untuk memenuhi kebutuhan masyarakatnya Pembangunan infrastruktur tentu menyerap dana yang tidak sedikit, sehingga pemerintah Kota Surabaya sebagai manajemen PBJP harus bisa memastikan bahwa penyelenggaraan program ini sudah dilaksanakan sesuai dengan prinsip-prinsip PBJP sehingga bisa menjaga kepercayaan masyarakat, termasuk para penyedia yang merupakan mitra langsung pemerintah dalam program ini.
Tujuan penelitian ini adalah untuk menganalisis penerapan prinsip-prinsip PBJP sektor konstruksi oleh pemerintah sebagai manajemen PBJP berdasarkan penilaian penyedia sebagai mitra pemerintah. Penilaian tersebut menjadi gambaran informasi terkait realita kinerja pemerintah Kota Surabaya dalam menerapkan prinsip-prinsip PBJP berdasarkan sudut pandang penyedia. Penilaian tersebut menjadi gambaran dari sudut pandang penyedia terhadap kinerja penerapan prinsip-prinsip PBJP oleh pemerintah. Penilaian tersebut menggunakan pendekatan Importance Performance Analysis (IPA) untuk menghasilkan penilaian terhadap kinerja dan tingkat kepentingan penerapan prinsip-prinsip PBJP sektor konstruksi serta pendekatan Quality Function Deployment (QFD) untuk merancang pengembangan implementasi yang terstruktur berdasarkan harapan dan kebutuhan penyedia sebagai pengguna layanan sistem PBJP.
Berdasarkan hasil penelitian ini, penerapan prinsip-prinsip PBJP pada proyek konstruksi pemerintah di Kota Surabaya sudah cukup baik dan patut diapresiasi dengan tingkat kesesuaian antara tingkat kinerja dan kepentingan (Tki) yang cukup tinggi mencapai 87,55%. Namun, hal ini masih belum memenuhi harapan para penyedia yang ditunjukkan dengan masih adanya kesenjangan (gap) antara tingkat kinerja dan kepentingan yang mencapai -0,552. Oleh karena itu, penerapan prinsip-prinsip PBJP pada sektor konstruksi perlu untuk dioptimalkan agar sesuai dengan harapan para penyedia.
Manfaat penelitian ini adalah sebagai informasi bagi stakeholder, khususnya pemerintah sebagai pemilik dan pengembang layanan PBJP sehingga dapat digunakan sebagai sarana evaluasi dan dasar dalam melakukan perbaikan dan meningkatkan kinerja serta mutu layanan pelaksanaan PBJP

Public Procurement (PP) in the construction sector is a government program that is favored to meet the infrastructure needs of its people. The use of public funds as a source of funding for activities makes this program vulnerable to issues of public trust and prone to irregularities. One of the efforts made by procurement actors, especially the government, which is the management of PP, is to ensure that program implementation is in accordance with the PP principles, namely effective, efficient, transparent, open, competitive, fair and accountable.
Surabaya as one of the big cities in Indonesia, needs to continue to improve and build infrastructure facilities to meet the needs of its people. Infrastructure development certainly absorbs a significant amount of funds, so the government of Surabaya as PP management must be able to ensure that the implementation of this program has been carried out in accordance with the PP principles so that it can maintain public trust, including providers who are the government's direct partners in this program.
The purpose of this study is to analyze the implementation of PP principles in the construction sector by the government as PP management based on the assessment of providers as government partners. This assessment serves as a description of information regarding the reality of Surabaya City Government performance in applying the principles of PP based on the providers’ point of view. The assessment uses the Importance Performance Analysis (IPA) approach to produce an assessment of the performance and importance of applying the PP principles in the construction sector and the Quality Function Deployment (QFD) approach to design a structured implementation development based on the expectations and needs of providers as users of PBJP system services.
Based on the results of this study, the application of PP principles in government construction projects in the city of Surabaya is quite good and should be appreciated with the level of compatibility between the level of performance and interest (Tki) which is quite high reaching 87.55%. However, this still does not meet the expectations of the providers as indicated by the gap between the level of performance and interests that reached -0.552. Therefore, the application of PP principles in the construction sector needs to be optimized to match the expectations of the providers.
The benefit of this research is as information for stakeholders, especially the government as the owner and developer of PP services so that it can be used as a means of evaluation and a basis for making improvements and improving the performance and quality of PP implementation services
