Abstract

Berdasarkan data Badan Pusat Statistik (BPS) pertumbuhan ekonomi Kabupaten Tulungagung mengalami kenaikan dilihat dari data penghitungan PDRB (Produk Domestik Regional Bruto). PDRB Kabupaten Tulungagung dari tahun 2017-2019 mengalami peningkatan pada tahun 2018 tumbuh sebesar 5,21% dan pada tahun 2019 tumbuh sebesar 5,32%. Melihat latar belakang pertumbuhan yang mendukung kondisi untuk berinvestasi tersebut, penelitian ini bertujuan untuk mengetahui alternatif pilihan investasi pada lahan seluas 13.987 m² di Jalan Kalitelu Kabupaten Tulungagung.
Dalam penelitian ini dilakukan pembahasan mengenai alternatif pilihan investasi lahan di Jalan Kalitelu, Kabupaten Tulungagung dan Kabupaten Trenggalek, Jawa Timur. Penelitian ini menggunakan prinsip dasar penilaian dengan metode Highest and Best Use. Perumusan alternatif didapat dari tren sektor usaha yang tumbuh positif di Kabupaten Tulungagung kemudian penentuan alternatif diperoleh dari penyebaran kuesioner untuk mendapatkan jenis alternatif properti yang dianalisa dengan metode Highest and Best Use.
Penelitian ini mendapatkan enam alternatif yaitu perumahan, pujasera, hotel campuran hotel (30%) dan pujasera (70%), campuran hotel (50%) dan pujasera (50%), campuran hotel (80%) dan pujasera (20%). Alternatif dengan nilai produktivitas lahan yang tertinggi adalah pengembangan lahan dengan fungsi single use yaitu hotel dengan nilai lahan sejumlah Rp 432.802,-/m2 atau meningkat sebanyak 170,5% dari sebelum dilakukan pengembangan lahan.

Tulungagung Regency economic growth has shown an increase from the
calculation of Gross Regional Domestic Product (GRDP), based on the data from
Badan Pusat Statistik (BPS). The GRDP grew by 5.21% in 2018 and grew by 5.32
% in 2019. This growth phenomenon is the main factor of investment support in
Tulungagung Regency, which this study aims to determine the possibility of
alternative investment options on an area of 13,988 m² on Jalan Kalitelu,
Tulungagung Regency.
The research discusses alternative land investment options on Kalitelu Road,
Tulungagung Regency and Trenggalek Regency, East Java. The research uses the
basic principles of assessment methods of Highest and Best Use (HBU). The
formulation of alternatives is obtained from the trend of the business sector that is
growing positively in Tulungagung Regency. Then the alternative is determined by
using a questionnaire to obtain alternative types of property which are analyzed by
the Highest and Best Use method.
This study finds six alternatives, housing, food court, hotel mix of hotel (30%) and
food court (70%), mix of hotel (50%) and pujasera (50%), mix of hotel (80%) and
food court (20%). The result is that the highest land productivity value is land
development with a single use function, hotel with a land value of Rp 432.802,-/m2
or an increase of 170,5% from before the land development was conducted.
