Abstract

Berdasarkan data Surat Kesepakatan Rapat Koordinasi Pengaturan Air dan Evaluasi Masa Tanam D.I. Boro Kabupaten Purworejo yang didapatkan dari Balai PU SDA TARU Probolo Luk Ulo, D.I. Boro mengalami gagal panen pada MK2 di tahun 2016 dan tahun 2017. Gagal panen ini terjadi dikarenakan kekeringan ketika MK2. Kekeringan, ini diperkuat dengan beberapa indikator yang ada pada Kabupaten Purworejo. Pertama, adanya pembuatan sumur bor, beberapa ahli menyatakan bahwa untuk memenuhi kebutuhan air irigasi di hilir petani terpaksa harus mengambil air dari sumur air tanah. Kedua, adanya perubahan pola tanam menjadi padi-padi-semangka dan melon. Dan yang ketiga adalah dibangunnya Bendungan Bener, bendungan ini nantinya akan dimanfaatkan untuk keperluan irigasi seluas 15519 ha, yang salah satunya adalah DI Boro yang memiliki luas 5126 ha. Suplay air yang diberikan oleh bendungan bener sebesar 456,08 liter/dt. Oleh karena itu, akan dilakukan penelitian tentang pengaruh suplay air Bendungan Bener terhadap Daerah Irigasi Boro.
Untuk mencapai tujuan penelitian, data yang digunakan pada penelitian ini adalah data curah hujan, data jenis tanah, data klimatologi, data koefisien tanaman, data Rencana Tata Tanam Global, data debit di Bendung Boro, dan data debit di Bendungan Bener. Lima data tersebut akan digunakan untuk menghitung keseimbangan air keadaan eksisting, kemudian dilakukan optimasi menggunakan program dinamis dengan membuat 15 skenario dari 1,A hingga 3,C berdasarkan perubahan parameter seperti genotipe padi, awal musim tanam, pola tanam, dan prosentase pembagian debit tersedia. Dari skenario tersebut dicari nilai paling optimal berdasarkan keuntungan tertinggi dari hasil panen.
Dari hasil optimasi yang dilakukan didapatkan kesimpulan bahwa jatah air yang diberikan tidak mencukupi untuk memenuhi kebutuhan air irigasi pada keadaan eksisiting. Keuntungan paling optimum didapatkan pada skenario 2,A dengan dengan awal masa tanam Desember II, pola tanam padi-padi-padi, genotipe padi yang digunakan adalah padi Ciherang. Keuntungan yang didapatkan sebelum dilakukannya optimasi sebesar Rp. 84.689.993.353,12 sedangkan keuntungan setelah dilakukannya optimasi sebesar Rp.161.050.654.000,00 dengan prosentase kenaikan keuntungan sebesar 52,59%.

Based on the data of the Agreement Letter of the Coordination Meeting of Water Management and Evaluation of the Planting Period, Boro Irrigation Area Purworejo Regency obtained from the Public Works Center for SDA TARU Probolo Luk Ulo, Boro Irrigation Area experienced crop failure in 2nd dry season in 2016 and 2017. This crop failure occurred due to drought during 2nd dry season. Drought, this is reinforced by several indicators that exist in Purworejo Regency. First, with the construction of boreholes, some experts state that to meet irrigation water needs downstream, farmers are forced to take water from groundwater wells. Second, there is a change in cropping patterns to rice-rice-watermelon and melon. And the third is the construction of the Bener storage reservoir, this storage reservoir will later be used for irrigation purposes covering an area of 15519 ha, one of which is DI Boro which has an area of 5126 ha. The water supply provided by the storage reservoir is 456.08 liters/sec. Therefore, a research will be conducted on the effect of the water supply of the Bener storage reservoir on the Boro Irrigation Area.
To achieve the research objectives, the data used in this study are rainfall data, soil type data, climatological data, crop coefficient data, Global Planting Plan data, discharge data at Boro Dam, and discharge data at Bener storage reservoir. The five data will be used to calculate the water balance of the existing state, then optimization using a dynamic program by creating 15 scenarios from 1,A to 3,C based on changes in parameters such as rice genotype, early planting season, cropping pattern, and percentage of available discharge distribution. From this scenario, the most optimal value is sought based on the highest profit from the harvest.
From the results of the optimization carried out, it was concluded that the water allotment provided was insufficient to meet the irrigation water needs in the existing state. The most optimum profit was obtained in scenario 2,A with the beginning of the planting period in December II, the rice-paddy-paddy cropping pattern, the rice genotype used was Ciherang rice. The profit obtained before optimization is Rp. 84,689.993,353.12 while the profit after optimization is Rp. 161,050,654,000.00 with the percentage increase in profit of 52.59%.
