Abstract

Tempat Pelelangan Ikan (TPI) Sedati merupakan lokasi jual beli ikan yang cukup diperhitungkan di Pulau Jawa. Meskipun keberadaannya cukup penting, namun aspek sanitasi didalam Tempat Pelelangan Ikan sangat tidak dijaga dan tidak terawat. Limbah hasil pencucian ikan ataupun kegiatan jual-beli lainnya dibuang secara sembarangan di saluran air hingga menimbulkan genangan dan menyebabkan bau serta menjadi sarang penyakit, karena karakteristik limbah tersebut adalah limbah organik. Tujuan penelitian ini dilihat dari aspek lingkungan adalah untuk menentukan kandungan effluent TPI Sedati dan untuk menentukan kualitas lingkungan di kawasan sekitar TPI Sedati, dari aspek teknik adalah menentukan alternatif pengolahan limbah cair yang sesuai, dan dari aspek Lembaga adalah menentukan strategi pengelolaan limbah cair TPI Sedati.
Pengumpulan data dalam penelitian ini meliputi pengumpulan data primer dan data sekunder. Data primer berupa data pengukuran secara in-situ sifat fisik-kimia air Kawasan pesisir dan hasil analisis laboratorium. Data sekunder berupa hasil penelitian sebelumnya yang telah dilakukan, studi literatur dan peta lokasi penelitian TPI Sedati. Metode yang digunakan dalam penelitian ini adalah melakukan pengamatan secara langsung di lokasi penelitian dan melakukan wawancara dengan panduan kuisioner kepada perwakilan responden yang dipilih secara random.
Hasil penelitian karakteristik kualitas air sungai akibat kegiatan di TPI Sedati tidak memenuhi baku mutu Peraturan Gubernur Jawa Timur No. 72 Tahun 2013 pada parameter TSS dan NH3-N. Nilai parameter TSS sebesar 86 mg/L pada titik 1, 78 mg/L pada titik 2 dan 98 mg/L pada titik 3. Nilai parameter NH3-N sebesar 10,21 mg/L pada titik 1, 8,47 mg/L pada titik 2 dan 8,65 mg/L pada titik 3. Teknologi alternatif pada pengolahan ini adalah menggunakan pengolahan anaerobic baffle reaktor. Teknologi pengolahan ini dipilih karena keunggulan dalam meremoval kadar pencemar organic dengan tingkat efisiensi yang tinggi. Hasil dari analisis SWOT diperoleh skor faktor internal sebesar 2,478 dan faktor eksternal sebesar 3,300. Pada analisis matrik grand strategi didapat nilai koordinat X= 0,551 untuk faktor internal dan Y= 0,14 untuk faktor eksternal. Titik koordinat berada pada kuadran 1 yang artinya strategi dapat dijalankan menggunakan kekuatan untuk memanfaatkan peluang yang ada. Hasil analisa AHP menunjukkan bahwa kebijakan alternatif yang paling sesuai yaitu pembangunan IPAL.

The Sedati Fish Auction Place (TPI) is a fairly calculated location for buying and selling fish on the island of Java. Even though its existence is quite important, the sanitation aspect in the Fish Auction Place is very poorly maintained and neglected. Waste from fish washing or other trading activities is disposed of carelessly in the environment, causing puddles and causing odors and becoming a den of disease, because the waste is organic waste. The research objective in terms of the environmental aspect are to determine the waste content of TPI Sedati and to determine the quality of the environment around TPI Sedati. The aim of technical aspect is to determine the appropriate liquid waste management, and the aspect of the institution aim is to determine the regulates the TPI Sedati waste management strategy.
Data collection in this study includes primary data and secondary data. The primary data is in-situ measurement of the physico-chemical properties of the coastal area and the results of laboratory analysis. Secondary data are the results of previous research that has been carried out, literature studies and maps of TPI Sedati's research locations. The method used for questionnaire data is direct interviews with representative interviews.
The results of the research on waste water quality activities at TPI Sedati did not meet the quality standards of the Regulation of the Governor of East Java No. 72 of 2013 on TSS and NH3-N parameters. The TSS parameter value is 86 mg / L at point 1, 78 mg / L at point 2 and 98 mg / L at point 3. The NH3-N parameter value is 10.21 mg / L at point 1, 8.47 mg / L at point 2 and 8.65 mg / L at point 3. An alternative technology for this treatment is to use anaerobic baffle reactor processing. This processing technology was chosen because of its superiority in removing organic pollutants with a high level of efficiency. The results of the SWOT analysis score obtained an internal faktor of 2,478 and an external faktor of 3,300. In the grand strategy matrix analysis, the coordinate value of X = 0.551 for internal factors and Y = 0.14 for external factors is obtained. The coordinate point is in quadrant 1, which means that the strategy implemented can use strength to take advantage of existing opportunities. The results of the AHP analysis show that the most suitable alternative policy is the construction of WWTPs.
