Abstract

Trans Jateng adalah suatu sistem bus rapid transit (BRT) yang difungsikan sebagai angkutan aglomerasi perkotaan di Provinsi Jawa Tengah. Salah satu rute yang dioperasikan Trans Jateng adalah rute Semarang – Kendal. Pelaksanaan operasional dan fasilitas di lapangan masih memiliki kondisi yang kurang memadai, sehingga diperlukan pendalaman dan evaluasi terhadap kinerja BRT Trans Jateng rute Semarang – Kendal. Evaluasi kinerja dilaksanakan untuk mengetahui hasil perhitungan kinerja operasi dan kenyamanan kendaraan, hasil penilaian kinerja berdasarkan standar kinerja, serta tingkat kepuasan dan harapan penumpang terhadap kinerja. Studi yang dilakukan di dalam tugas akhir ini ialah melakukan perhitungan kinerja operasi berdasarkan aspek-aspek kinerja operasi yang tertera dalam Keputusan Direktur Jenderal Perhubungan Darat Nomor SK.687/AJ.206/DRJD/2002. Lalu, perhitungan kinerja kenyamanan kendaraan menggunakan perumusan menurut Vuchic (2007). Hasil perhitungan kinerja kenyamanan berupa tingkat kenyamanan tempat duduk dan tempat berdiri dibandingkan dengan standar kenyamanan. Kinerja yang telah didapatkan dari perhitungan kinerja, survei lapangan, dan instansi terkait dilakukan penilaian dengan standar kinerja. Standar kinerja yang digunakan ialah Peraturan Menteri Perhubungan Republik Indonesia Nomor PM 27 Tahun 2015 dan The BRT Standard 2016. Skala nilai dengan rentang 0-100 digunakan dalam penilaian dengan kedua standar tersebut. Hasil perhitungan dan penilaian kinerja dibandingkan dengan kepuasan dan harapan penumpang terhadap kinerja tersebut yang dianalisis dengan metode importance-performance analysis (IPA). Melalui metode tersebut, pernyataan kinerja dipetakan dalam salah satu dari empat kuadran berdasarkan tingkat kepuasan dan harapan penumpang. Dari hasil studi diperoleh kinerja operasi BRT Trans Jateng rute Semarang – Kendal berupa faktor muat, waktu tempuh, kecepatan perjalanan, waktu antara, frekuensi, dan waktu tunggu penumpang berdasarkan jam puncak pagi, non puncak, dan jam puncak sore. Tingkat kenyamanan yang belum memenuhi standar kenyamanan ialah tingkat kenyamanan tempat duduk dan tingkat kenyamanan tempat berdiri berdasarkan kapasitas aktual. Nilai kinerja berdasarkan Peraturan Menteri Perhubungan Republik Indonesia Nomor PM 27 Tahun 2015 adalah sebesar 73 dan berdasarkan The BRT Standard 2016 sebesar 11. Kinerja yang perlu dijadikan prioritas peningkatan berdasarkan tingkat kepuasan dan harapan penumpang adalah kenyamanan halte, jarak antar halte, ketersediaan media informasi pelayanan di halte, kemudahan penyandang disabilitas, lanjut usia, dan wanita hamil dalam mengakses halte, kelayakan jam operasional, dan integrasi dengan transportasi umum lain.

Trans Jateng is a bus rapid transit (BRT) system that functions as urban agglomeration transportation in Central Java Province. One of the routes operated by Trans Jateng is the Semarang – Kendal route. Actual operational and facilities implementation still have inadequate conditions, so it is necessary to deepen and evaluate the performance of Trans Jateng BRT on Semarang – Kendal route. Performance evaluation is carried out to determine the results of the calculation of operating and vehicle comfort performance, the results of performance assessments based on performance standards, and the level of passenger satisfaction and expectations on performance. The study carried out in this final project is to calculate the operating performance based on aspects of operating performance as stated on the Decree of the Director General of Land Transportation Number SK.687/AJ.206/DRJD/2002. Then, the calculation of vehicle comfort performance uses the formulation according to Vuchic (2007). The results of the calculation of comfort performance in the form of the level of seat and standee comfort compared to the comfort standard. The performances that have been obtained from performance calculations, field surveys, and the management of Trans Jateng BRT is assessed using performance standards. The performance standards used are the Regulation of the Minister of Transportation of the Republic of Indonesia Number PM 27 of 2015 and The BRT Standard 2016. A score scale with a range of 0-100 is used in the assessment with both standards. The results of the performance calculation and assessment are compared with the satisfaction and expectations of passengers on the performance which are analyzed using the importance-performance analysis (IPA) method. Through this method, performance statements are mapped in one of four quadrants based on the level of passenger satisfaction and expectations. From the results of the study, the operational performance of the Trans Jateng BRT on Semarang - Kendal route, include load factor, travel time, travel speed, headway, frequency, and passenger waiting time, are obtained based on peak hours in the morning, non peak hours, and peak hours in the afternoon. The level of comfort that does not meet the comfort standard is the level of seat comfort and the level of stand comfort based on actual capacity. The performance score based on the Regulation of the Minister of Transportation of the Republic of Indonesia Number PM 27 of 2015 is 73 and based on The BRT Standard 2016 is 11. Performances that need to be prioritized for improvement based on the level of passenger satisfaction and expectations include the convenience of the bus stops, bus stops spacing, the availability of service information media at the bus stops, the accessibility of the bus stops for persons with disabilities, the elderly, and pregnant women, the feasibility of operational hour, and integration with another public transportation.
