Abstract
Perumda Air Minum Tirta Patria Kota Blitar memiliki nilai kehilangan air sebesar 68% pada tahun 2020. Strategi yang sudah diterapkan masih berupa pengendalian kehilangan air pasif. Pada tahun 2021 terdapat program berupa pemasangan katup zonasi guna mengubah sistem interkoneksi menjadi 9 zona pelayanan. Dari perencanaan pembagian sistem zonasi pelayanan tersebut maka ke depan dapat dikembangkan perencanaan pengendalian kehilangan air fisik.
Langkah awal yang dilakukan adalah merinci perhitungan neraca air mengikuti prosedur yang ditetapkan Asosiasi Air Internasional. Guna perencanaan pengendalian kehilangan air fisik akan dipilih satu zona guna di analisa sistem hidrolis dan dibuat peta jaringan perpipaan guna menjadi dasar perencanaan. Satu zona pelayanan akan dibagi menjadi beberapa sub zona berdasaran pembagian Jaringan Distribusi Pembagi (JDP). Sub zona yang memiliki potensi kebocoran tinggi dari segi riwayat kebocoran maupun dari jumlah pelanggan yang besar kemudian dikembangkan menjadi District Meter Area (DMA). Dengan DMA diharapkan pengendalian kehilangan air aktif akan mudah diterapkan. Dilakukan juga pemilihan alternatif pengendalian kehilangan air fisik menggunakan metode Analytical Hierarchy Process (AHP) bersama para ahli, strategi dan program yang diusulkan berdasarkan studi pustaka pada pedoman pengendalian air tak berekening. Dari perencanaan teknis kemudian dianalisis secara finansial meliputi menghitung manfaat dan biaya, internal rate of return (IRR), net present value (NPV), dan payback period (PP) guna mendapatkan kesimpulan kelayakan program yang telah disusun.
Dari perhitungan neraca air didapatkan nilai kehilangan air non fisik sebesar 13,32% dan kehilangan air fisik sebesar 45,59%. Zona Pakunden dapat menjadi prioritas pertama zona yang direncanakan pengendalian kehilangan air. Perencanaan membagi 2 reservoir ke 2 wilayah layanan. Keuntungan yang didapatkan adalah manajemen tekanan yang lebih baik, kontrol aliran malam minimum yang lebih mudah, dan pencarian kehilangan air yang lebih mudah dengan memiliki 2 neraca air yang berbeda. Aspek yang paling mempengaruhi pemilihan program adalah teknis operasional sedangkan alternatif yang menjadi pilihan utama para ahli adalah pembuatan DMA dan step test pada jaringan distribusi. Biaya yang dibutuhkan dalam perencanaan DMA sebesar Rp.259.709.130,00,00. Dari analisa finansial dapat disimpulkan perencanaan layak.

Tirta Patria Water Supply Company in Blitar City has a water loss value of 68% in 2020. The strategy that has been implemented is still in the form of passive water loss control. In 2021, there will be a program in the form of installing zoning valves to change the interconnected system into 9 service zones. From the planning for the distribution of the service zoning system, a physical water loss control plan can be developed in the future.
The initial step taken was to detail the water balance calculation following the procedures established by the International Water Association. To control physical water loss, one zone will be selected for hydraulic system analysis, and a piping network map will be made to serve as the basis for planning. One service zone will be divided into several sub-zones based on the distribution of the Distribution Network. Sub-zones that have high leakage potential both in terms of leakage history and from large number of customers are then developed into District Meter Areas (DMA). With DMA, it is expected that active water loss control will be easy to implement. An alternative selection of physical water loss control was also carried out using the Analytical Hierarchy Process (AHP) method with experts, strategies, and programs proposed based on literature studies on non-billed water control guidelines. From the technical planning, the financial analysis includes calculating benefits and costs, internal rate of return (IRR), net present value (NPV), and payback period (PP) to conclude the feasibility of the program that has been prepared.
From the water balance calculation, the value of non-physical water loss was 13.32% and physical water loss was 45.59%. The Pakunden zone can be the priority of the planned water loss control zone. The plan divides 2 reservoirs into 2 service areas. The advantages are better pressure management, easier control of minimum night flow, and easier search for water loss by having 2 different water balances. The aspect that influences the program selection the most was an operational technicality, while the chosen alternative was the main choice for experts in the planning of DMA and step tests on the Distribution Network. The cost required in planning the DMA is Rp. 259.709.130,00. From the financial analysis, it can be concluded that the planning is feasible.
