Abstract
Penelitian ini bertujuan untuk merancang Sistem Pengukuran Kinerja Supply Chain dan menerapkan sistem tersebut sebagai proses evaluasi kinerja pada PT XYZ. PT XYZ merupakan perusahaan distributor Bahan Bakar Minyak (BBM) jenis solar High-Speed Diesel (HSD). Adanya penurunan produktivitas yang dirasakan membuat perusahaan perlu melakukan pengukuran kinerja. Hasil perancangan sistem pengukuran kinerja menghasilkan 13 Key Performance Indicators (KPIs) yang terbagi dalam lima proses inti rantai pasok yaitu Plan, Make, Source, Deliver dan Return dengan kategori atribut yaitu reliability, responsiveness, cost dan asset management. Penentuan indikator dilakukan menggunakan metode Supply Chain Operations Reference (SCOR) dan setelahnya didukung oleh metode Analytical Hierarchy Process (AHP) untuk menentukan pembobotan antar perspektif dan KPI dalam skala prioritas. Scoring System digunakan untuk melakukan pengukuran kinerja sehingga dapat diketahui nilai pencapaian KPI terhadap target. Selanjutnya dilakukan analisis Traffic Light System untuk mengetahui pencapaian kinerja berdasarkan tiga warna (merah, kuning dan hijau) sebagai indikator ketercapaian.
Hasil penerapan ditahun 2019, terdapat 9 indikator kinerja dengan skor hijau, 2 indikator dengan skor kuning dan 2 indikator dengan skor merah. Sedangkan tahun 2020, terdapat 11 indikator dengan skor hijau dan 2 indikator dengan skor merah. Saran diberikan juga pada penelitian ini guna meningkatkan kinerja pada KPI yang berada pada kategori merah dan kuning karena warna tersebut membutuhkan perbaikan dalam mencapai target.

This study aims to design a Supply Chain Performance Measurement System and implement the system to evaluate the performance of PT XYZ. PT XYZ as a distributor of fuel oil with specificity in High-Speed Diesel (HSD). As the company experiences a decrease in productivity and suffers from losses, a performance measurement needs to be carried out. The results of the design of performance measurement generated 13 Key Performance Indicators (KPIs), which were divided into five core processes of supply chain, namely Plan, Make, Source, Deliver, and Return, with performance attributes namely reliability, responsiveness, cost and asset management. The indicators were determined using the Supply Chain Operations Reference (SCOR) method. It was supported by the Analytical Hierarchy Process (AHP) method to determine the weighting of the perspectives and KPIs on a priority scale. The Scoring System was used to measure performance to determine the achievement of KPIs compared to the target set. In addition, a Traffic Light System analysis was carried out to ascertain the performance achievement. Three colors (red, yellow, and green) were used as indicators of achievement.
According to the results of the performance measurement in 2019, there were 9 performance indicators with a green score, 2 indicators with a yellow score, and 2 indicators with a red score. Meanwhile, in 2020, there were 11 indicators with a green score and 2 indicators with a red score. This study also provides suggestions to improve the performance of KPIs that belonged to the red and yellow categories. Suggestions are also given in this study to improve performance on red and yellow KPIs because these colors require improvement in achieving targets.
