Abstract

Proses pengadaan Barang/Jasa menjadi suatu kegiatan penting bagi suatu negara. Mengacu pada Peraturan Presiden Nomor 16 Tahun 2018, maka kegiatan pengadaan Barang/Jasa di Indonesia dapat dilaksanakan secara online, implementasi dari peraturan tersebut tergambar dari program electronic procurement yang telah diterapkan baik di pemerintah pusat maupun di pemerintah daerah¬. Tujuan dari penelitian ini adalah untuk menganalisis dan mengevaluasi pengaruh penerapan electronic procurement terhadap kinerja pengadaan barang/jasa, dan untuk menganalisis dan mengevaluasi pengaruh prinsip good governance terhadap kinerja pengadaan barang/jasa pada bagian pengadaan Barang/Jasa Kabupaten Temanggung. Penelitian ini dilakukan dengan cara penyebaran kuisioner kepada 160 responden dengan populasi penelitian adalah pegawai ASN yang memiliki sertifikat pengadaan barang/jasa dan penyedia jasa yang menggunakan layanan pengadaan barang/jasa untuk meneliti pengaruh variabel bebas (electronic procurement dan good governance) terhadap variabel terikat (Kinerja pengadaan barang/jasa). Metode yang digunakan pada penelitian ini adalah Structural Equation Modelling dengan second order CFA dengan pengolahan data menggunakan software Smart-PLS karena kompleknya model penelitian. Hasil temuan pada penelitian ini adalah variabel electronic procurement dan prinsip good governance berpengaruh terhadap kinerja pengadaan barang/jasa. Dengan Hasil pengujian f2 pada good governance lebih besar daripada electronic procurement yang artinya Pemerintah Kabupaten Temanggung khususnya Bidang Pengadaan Barang/Jasa harus memperbaiki penerapan Electronic procurement baik dari peningkatan sistem penerapan Electronic procurement maupun kompetensi SDM yang menangani Electronic procurement. Hal ini menjadi penting karena variabel prinsip Good Governance diketahui memiliki pengaruh yang lebih besar terhadap kinerja bidang pengadaan barang/jasa daripada variabel Electronic procurement.

The process of procurement of goods/services is an important activity for a country. Referring to Presidential Regulation Number 16 of 2018, the procurement of goods/services in Indonesia can be carried out online, the implementation of the regulation is reflected in the electronic procurement program that has been implemented both in the central government and in local governments. The purpose of this study is to analyze and evaluate the effect of the application of electronic procurement on the performance of the procurement of goods/services and to analyze and evaluate the effect of the principles of good governance on the performance of the procurement of goods/services in the procurement of goods/services in Temanggung Regency. This study was conducted on 160 respondents with a research population of ASN employees who have certificates of procurement of goods/services and service providers who use goods/services procurement services to examine the effect of independent variables (electronic procurement and good governance) on the dependent variable (performance of goods/services procurement). The method used in this study is Structural Equation Modeling with second-order CFA with data processing using Smart-PLS software because of the complexity of the research model. The findings in this study are that the electronic procurement variable and the principle of good governance affect the performance of the procurement of goods/services. The results of the f2 test on good governance are greater than electronic procurement, which means that the Temanggung Regency Government, especially in the Procurement of Goods/Services, must improve the implementation of Electronic Procurement, both from improving the Electronic Procurement Implementation System and HR competencies that handle Electronic Procurement. This is important because the Good Governance principle variable is known to have a greater influence on the performance of the procurement of goods/services than the Electronic procurement variable.
