Abstract
Kecamatan Arjasa saat ini belum memiliki sistem pengelolaan sampah yang sesuai dengan Peraturan Pemerintah Nomor 81 Tahun 2012 tentang Pengelolaan Sampah Rumah Tangga dan Sampah Sejenis Rumah Tangga. Sampah Rumah Tangga dan Sampah Sejenis Sampah Rumah Tangga. Sampah yang dihasilkan di Kecamatan Arjasa saat ini dikelola dengan cara dibakar, ditimbun di lahan kosong, dan dibuang ke saluran air atau sungai, atau bahkan berserakan di jalan. Hal tersebut jika dibiarkan secara terus-menerus dapat menimbulkan dampak negatif terhadap lingkungan dan kesehatan masyarakat. Penelitian ini bertujuan untuk menganalisis dan memberikan rekomendasi sistem pengelolaan sampah yang dapat diterapkan di Kecamatan Arjasa, membuat struktur organisasi untuk pelaksanaan sistem pengelolaan sampah, dan menganalisis tingkat pasrtisipasi masyarakat Kecamatan Arjasa dalam kegiatan pengelolaan sampah.
Penelitian ini diawali dengan menganalisis timbulan dan komposis sampah di Kecamatan Arjasa dalam pelaksanaanya mengacu pada SNI 19-3964-1994. Berdasarkan nilai timbulan dan komposisi sampah kemudian merencanakan sistem pengelolaan sampah yang mengacu pada Peraturan Menteri Pekerjaan Umum Nomor 03 Tahun 2013 dan Tata Cara Penyelenggaraan Sistem Pengelolaan Sampah Di Kawasan Pulau Kecil dan Di Kawasan Perbatasan yang diterbitkan oleh Kementrian Pekerjaan Umum dan Perumahan Rakyat.
Laju timbulan sampah perumahan di Kecamatan Arjasa sebesar 0,81 kg/orang/hari untuk rumah permanen, 0,50 kg/orang/hari untuk rumah semi permanen, dan 0,29 kg/orang/hari untuk rumah non permanen. Timbulan sampah fasilitas umum di Kecamatan Arjasa, sekolah 0,01 kg/siswa/hari; kantor 0,11 karyawan/hari; toko 0,43 kg/petugas/hari; rumah makan 0,1 kg/orang/hari; pasar 0,03 kg/m2/hari. Komposisi sampah sisa makanan sebesar 37,3%; sampah kebun 25,4%; botol plastik 3,23%; plastik kemasan 11,93%; kertas HVS 0,47%; kardus/karton 9,63%; kayu 0,27%; kain 1,03%; kaleng 0,47; kaca 0,37%; karet 1,27%; B3 Elektronik 0,37%; popok 1,50%; ; Stryrofoam 0,37%; dan lain-lain 6,4%. Sistem pengelolaan sampah di Kecamatan Arjasa dapat dilakukan mulai dari pewadahan yang terpilah, pengumpulan dengan pola individual dan komunal, hingga pengolahan di TPS 3R dan TPST untuk mengurangi volume residu sampah. Dalam pelaksanaannya TPS 3R dijalankan oleh Kelompok Swadaya Masyarakat (KSM) dan TPST oleh pemerintah setempat. Hasil survey tingkat partisipasi masyarakat dalam pelaksanaan pengelolaan sampah di Kecamatan Arjasa menunjukkan bahwa 100% responden setuju jika dilaksanakan pengelolaan sampah dan 95,6% responden bersedia untuk berkontribusi didalamnya.

Arjasa District currently does not have a waste management system in accordance with Goverment Regulation (PP) 81/2012. The waste that produced in Arjasa District in currently managed by burning, making illegal dumping, and dumping it into drains, or even strewn on the roads. If this activities allowed to continue,it will have a negative impact on the environent and public health. Therefore, this study aims design solid waste management systems in Arjasa District, create an organizational structure for the implementation of the waste management system, and analyze the level of participation of the Arjasa District community in solid waste management activities.
This study begins by analyzing the generation and composition of waste in Arjasa District in its implementation referring to SNI 19-3964-1994. According to waste generation and composition data, then make a design of solid waste management system that refers to Regulation of The Minister of Public Works and Public Housing of Republic of Indonesia 03/2013 and the Procedure for Implementing a Waste Management System in Small Island Areas and in Border Areas issued by the Minustry of Public Works and Public Housing.
The rate of residential waste generation in Arjasa District is 0.81 kg/person/day for permanent houses, 0.50 kg/person/day for semi permanent houses, and 0.29 kg/person/day for non-permanent houses. Waste generation fpr public facilities in Arjasa District, school 0.01 kg/student/day; office 0.11 kg/employee/day; store 0.43 kg/employee/day; restaurant 0.1 kg/person/day; and market 0.03 kg/m2/day. The waste component was consisted of 62.70%, 15.17%, 10.10%, 0.27%, 1.03%, 0.47%, 0.37%, 1.27%, 0.37%, 1.5%, 0.37%, and 6.4% identified as compostable wastes (food wastes and garden wastes), plastics, papers/cardboards, wood, fabrics, cans, glass, rubber, e-waste, diapers, styrofoam, and residues. Solid waste management system in Arjasa District be carried out starting from segregated containers, individual and communal collection, waste processing in recycling station (TPS 3R) and integrated waste processing site (TPST) to reduce the volume of waste residue. In its implementation TPS 3R is run by Non-Governmental Organizations (KSM) and TPST by local government. The results of the survey on the level of community participation in the implementation of waste management in Arjasa District show that 100% of respondents agree if solid waste management is implemented in Arjasa District, and 95.6% of respondents are willing to contribute in it.
