Abstract

Proyek Apartemen The Conexio LRT Superblock merupakan proyek yang dimiliki oleh PT.X selaku pihak developer. Kondisi terkini yang dialami oleh PT.X adalah tertundanya pembangunan gedung apartemen yang diakibatkan oleh kebijakan dari perusahaan kontraktor untuk memberhentikan pembangunan akibat pandemi COVID-19 dan akibat berkurangnya pemasukan dari hasil penjualan apartemen, sehingga saat ini satu satunya aktivitas operasional yang dijalankan oleh proyek adalah kegiatan pemasaran dan penjualan. Oleh karena itu, penelitian ini dilakukan untuk menganalisis risiko yang terjadi pada kegiatan operasional di divisi marketing and sales. Proses identifikasi risiko dilakukan dengan mengidentifikasi kemungkinan kegagalan pada setiap proses bisnis pada IDEF0 pada level terakhir dan ditemukan total 79 risiko dan 95 kombinasi risiko dan dampak dari 78 proses bisnis. Berikutnya dilakukan penilaian risiko dan didapatkan bahwa risiko yang memiliki nilai RPN tertinggi 64 yaitu pada kode risiko R59 (Terjadi penundaan dan penunggakan pembayaran oleh konsumen yang menggunakan metode pembayaran softcash). Langkah mitigasi yang diberikan terhadap risiko tersebut adalah memberikan penyampaian informasi secara berkala terkait progress pembangunan dan memberikan penawaran addendum (dokumen perubahan perjanjian kontrak) cara pembayaran kepada konsumen. Dari hasil kategorisasi risiko ditemukan 31% kombinasi risiko dan dampak tergolong extreme risk, 46% tergolong high risk, 23% tergolong moderate risk, dan tidak ada risiko yang tergolong low risk. Selanjutnya diberikan usulan tipe penanganan risiko dengan proporsi 43% avoid, 38% mitigate, 5% transfer, dan 13% accept. Kemudian dilakukan analisa kelayakan untuk usulan langkah penanganan risiko berdasarkan perhitungan benefit cost analysis pada setiap usulan skenario. Untuk skenario 1 dan 3 pada pemilihan langkah penanganan risiko menghasilkan keputusan layak untuk diimplementasikan karena menghasilkan nilai BCR>1, sedangkan untuk skenario 2 tidak layak untuk dipilih sebagai langkah penanganan risiko karena menghasilkan nilai BCR<1.

The Conexio LRT Superblock Apartment Project is a project owned by PT.X as the developer. The latest condition experienced by PT.X is the delay in the construction of apartment buildings caused by the policy of the contractor company to stop construction due to the COVID-19 pandemic and due to reduced income from the sale of apartments, so that currently the only operational activity carried out by the project is activity. marketing and sales. Therefore, this study was conducted to analyze the risks that occur in operational activities in the marketing and sales division. The risk identification process is carried out by identifying possible failures in each business process with IDEF0 method at the last level and found a total of 79 risks and 95 combinations of risks and impacts from 78 business processes. Then from the results of the risk assessment, it was found that the risk that has the highest RPN value of 64 is the risk code R59 (There are delays and arrears in payments by consumers using the soft cash payment method). Mitigation measures given to these risks are providing periodic information delivery related to development progress and providing addendum offers (documents for changing contract agreements) for payment methods to consumers. From the results of risk categorization, it was found that 31% of the combination of risk and impact is classified as extreme risk, 46% is classified as high risk, 23% is classified as moderate risk, and there is no risk classified as low risk. Furthermore, the proposed type of risk management with the proportion of 43% avoid, 38% mitigate, 5% transfer, and 13% accept. Then a feasibility analysis is carried out for the proposed risk management steps based on the calculation of the benefit cost analysis for each proposed scenario. For scenarios 1 and 3, the selection of risk handling steps resulted in a feasible decision to be implemented because it resulted in a BCR value>1, while for scenario 2 it was not feasible to be selected as a risk treatment step because it resulted in a BCR value <1.
