Abstract

Bali merupakan salah satu pulau yang memiliki potensi pariwisata yang sangat besar di Indonesia dan menjadi daya tarik wisatawan domesitik hingga internasional. Peningkatan pariwisata di Bali didorong oleh salah satu sektor pariwisata di kawasan Bali Selatan yaitu di wilayah Kabupaten Badung. Banyaknya kunjungan dari wisatawan domestik dan internasional mempengaruhi tingkat arus lalu lintas dan volume kendaraan di Kabupaten Badung. Maka dari itu, pemerintah Kabupaten Badung berencana untuk mengurangi kemacetan dengan melakukan pembangunan jalan lingkar di wilayah Badung Selatan. Jalan tersebut memiliki panjang total 23,5 kilometer yang akan menghubungkan Kelurahan Benoa-Desa Ungasan-Desa Kutuh-Desa Pecatu-Kelurahan Jimbaran. Untuk mengetahui layak dibangun atau tidaknya jalan lingkar tersebut dari segi kelayakan ekonomi maka dibutuhkanklah Studi Kelayakan Jalan Lingkar Selatan Badung ditinju dari segi ekonomi. Dengan dilaksanakannya studi tersebut diperoleh besarnya penghematan Biaya Operasional Kendaraan (BOK) dan nilai waktu (time value) setelah jalan lingkar dibangun. Sehingga akan diketahui kelayakan Jalan Lingkar Selatan Badung dari segi ekonomi. Untuk menganalisis kelayakan dari aspek ekonomi, digunakan parameter Benefit Cost Ratio (BCR), Net Present Value (NPV), dan Internal Rate of Return (IRR) sehingga dapat diketahui penghematan yang didapatkan oleh pengguna jalan ketika melewati Jalan Lingkar Selatan Badung. Dari hasil analisa kelayakan yang dilakukan, dinyatakan bahwa Jalan Lingkar Selatan Badung layak dari segi ekonomi dengan nilai Benefit Cost Ratio (BCR) 1,23 > 1, Net Present Value (NPV) sebesar Rp 2,582,518,740,494 > 0 dan IRR sebesar 16,3 % > Discount Rate 4,43%.

Bali is one of islands that has a huge tourism potential in Indonesia and has become an attraction for domestic and international visitors. The improvement of Bali tourism is driven by one of the tourism sectors in the South Bali region that is Badung Regency. Many domestic and international visitor affect the level of traffic flow and the volume of vehicles in Badung Regency. Therefore, Badung Regency government plans to reduce the congestion and the volume of vehicles in the city center by building a ring road in South Badung. The road has a total length of 23,5 kilometers which connects Kelurahan Benoa-Desa Ungasan-Desa Kutuh-Desa Pecatu-Kelurahan Jimbaran. To determine whether the ring road is feasible or not in terms of economic feasibility, a Feasibility Study in the Badung South Ring Road from an economic point of view is needed. By carrying out the study, it was found that the savings in vehicle operating costs and the time value after the Badung South Ring Road was built. So that it will be known the feasibility of ring road from an economic perspective.To analyze the feasibility of an economic aspect, the parameters of the Benefit Cost Ratio (BCR), Net Present Value (NPV) and Internal Rate of Return (IRR) are used so that road users are able to find out the savings when pass through the Badung South Ring Road. From the results of the feasibility analysis carried out, it was stated that the Badung South Ring Road was economically feasible with the value Benefit Cost Ratio (BCR) 1,23 > 1, Net Present Value (NPV) of IDR 2,582,518,740,494 > 0, and IRR of 16,3 %> Discount Rate 4,43%.
