Abstract

Instansi pemerintahan perlu memastikan kinerja aparatur negara yang ada sudah bekerja secara optimal untuk mencapai tujuan instansi. Pada saat ini BKPSDM Kota Malang dalam melakukan pengukuran kinerja human resource hanya fokus pada job description, dan evaluasi BKPSDM Kota Malang di tahun 2020 adalah tidak adanya tim evaluasi terkait kinerja SDM yang dimiliki. Framework Metode Human Resource Scorecard dapat membantu instansi untuk bisa melakukan pengukuran sumber daya manusia secara komprehensif dengan memanfaatkan indikator-indikator dalam Key Performance Indicator (KPI). Serta dilakukan uji coba pengukuran terkait capaian BKPSDM Kota Malang di tahun 2020 dengan pembobotan yang dibuat dengan metode Analytical Hierarchy Process (AHP). Dari hasil uji coba didapatkan nilai capaian sebelum pandemi sebesar 75% dan asumsi waktu ketika pandemi sebesar 77%. Perancangan sistem pengukuran kinerja sumber daya manusia dengan metode human resource scorecard pada BKPSDM Kota Malang pada tahun 2020 menghasilkan 4 perspektif , 8 program strategis, dan 28 KPI. Serta dilakukan perancangan dashboard guna mempermudah aplikasi rancangan sistem pengukuran kinerja human resource scorecard.

Government agencies need to ensure that the performance of the existing state apparatus is working optimally to achieve the agency's goals. At this time BKPSDM Kota Malang in measuring human resource performance only focuses on the job description, and the evaluation of the BKPSDM Kota Malang in 2020 is that there is no evaluation team related to the performance of human resources owned. The Human Resource Scorecard Method Framework can help agencies to be able to measure human resources comprehensively by utilizing the indicators in the Key Performance Indicators (KPI). As well as measurement trials related to the achievements of the BKPSDM Kota Malang in 2020 with weight values made by using the Analytical Hierarchy Process (AHP) method. From the trial results, the achievement value before the pandemic was 75% and the assumption of time during the pandemic was 77%. The design of the human resource performance measurement system using the human resource scorecard at the BKPSDM Kota Malang in 2020 resulted in 4 perspectives, 8 strategic programs, and 28 KPIs. As well as a dashboard design to facilitate the application of the human resource scorecard performance measurement system design.
