Abstract

Penelitian ini fokus pada permasalahan pemilihan penyedia yang sering terjadi di lingkungan Institut Teknologi Sepuluh Nopember (ITS) Surabaya.Berbeda dengan industri manufaktur atau institusi swasta pada umumnya, pemilihan penyedia barang dan jasa dalam bentuk e-catalogue untuk ITS telah diatur pada Peraturan Presiden Republik Indonesia No. 16 Tahun 2018 tentang pengadaan barang/jasa pemerintah serta pelaksanaannya dikembangkan oleh Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP), sehingga ITS harus melakukan seleksi penyedia sesuai peraturan tersebut. Sejauh ini, terdapat beberapa permasalahan dalam proses pengadaan barang/jasa berbasis e-catalogue antara lainnya adalah keterlambatan pengiriman barang/jasa, kurang lengkapnya administrasi sehingga proses transaksi menjadi terhambat, stock barang tidak update, minimnya ketersediaan barang barang/jasa, sarana komplain ke penyedia kurang terakomodasi. Selain itu, sejauh ini masih belum terdapat suatu prosedur
dan pendekatan yang formal dan sistematis untuk melakukan pemilihan pemasok, sehingga ITS secara umum masih belum memiliki panduan yang baik dalam praktek pemilihan penyedia yang baik. Penelitian ini menggunakan metode forum group discussion (FGD) dan Analytical Hierarchy Process (AHP) untuk mengakomodasi kebutuhan ITS dalam pemilihan penyedia, sekaligus diharapkan dapat meminimumkan munculnya permasalahan yang disebabkan oleh penyedia yang kurang handal dan berkomitmen. Dalam menentukan kriteria dan subkriteria, dilakukan metode FGD dengan melibatkan stakeholder dan pengambil keputusan utama dalam proses pengadaan barang dan jasa. Metode
FGD ini akan dikombinasikan dengan metode AHP yang memiliki struktur yang baik, hal ini dibuktikan dengan matriks-matriks yang dihasilkan sampai pada pengujian konsistensi. Metode AHP dapat menyelesaikan persoalan yang memiliki multi kriteria sampai pada sub kriteria. Hasil dari penelitian ini untuk memberikan rekomendasi mengenai metode pemilihan penyedia yang baik, penilaian kriteria secara sistematis untuk pemilihan penyedia barang/jasa berbentuk e-catalogue ITS dengan peringkat pertama berturut-turut sampai peringkat terakhir adalah kriteria kualitas (0,240), biaya (cost) (0,223), layanan
perbaikan (0,204), kinerja layanan (0,112), pengiriman (0,80), hubungan jangka panjang (kerjasama) (0,080), manajemen organisasi (0,035) dan profil supplier (0,025). Penelitian ini diharapkan dapat memperkaya literatur studi kasus dan pengembangan metode yang berhubungan dengan proses pengadaan barang dan jasa di lingkungan pendidikan.

This study focuses on the problem of selecting a provider that happened mostly in Institut Teknologi Sepuluh Nopember (ITS) Surabaya. Unlike the manufacturing industry or private institutions in general, the providers selection of goods and services in the form of an e-catalogue for ITS has been regulated in Presidential Regulation of the Republic of Indonesia No. 16 of 2018 concerning the government procurement of goods/services and the implementation was developed by the Government Goods/Services Procurement Policy Institute (LKPP), thus ITS’s must select providers according to these regulations. So far, there have been several problems in the process of procuring goods/services based on e-catalogue, including delays in delivery of goods/services, incomplete administration which makes the transaction process hampered, outdated stock of
goods, lack of availability of goods/services, the facilities for complaints to providers are less accommodated. In addition, hereto, there is remain no formal and systematic procedure and approach for selecting suppliers,. In this case, ITS in practically need a good guidelines for selecting good supplier selection. This research uses the method of forum group discussion (FGD) and the Analytical Hierarchy Process (AHP) to accommodate the needs of ITS in the providers
selection of and is also expected to minimize the emergence of problems caused by providers who are less reliable and unfaithful. In determining the criteria and
sub-criteria, the FGD method is carried out by involving stakeholders and key decision makers in the process of procuring goods and services. This FGD method
will be combined with the AHP method which has a good structure, this has been proved by the resulting matrices to the consistency test. The AHP method can solve problems that have multiple criteria to sub-criteria. The results of this study provide recommendations regarding the method of selecting a good provider, systematically assessing criteria for the selection of goods/services providers in the form of an ITS e-catalogue with the first ranking in a row until the last rank is
quality criteria (0.240), cost (cost) (0.223), repair service (0.204), service performance (0.112), delivery (0.80), long-term relationship (cooperation) (0.080), organizational management (0.035) and supplier profile (0.025). This research is expected to enrich the case study literature and develop methods related to the process of procurement of goods and services in the educational environment.
