Abstract

Pada akhir tahun 2019, pandemi wabah Novel Coronavirus (COVID-19) mengguncang dunia. Akibat penyebaran virus tersebut, banyak sektor kehidupan yang terpengaruhi–termasuk sektor minyak dan gas. Sangat disayangkan, salah satu proyek pengembangan lapangan gas terbesar Indonesia yang dikelola oleh PT. XYZ, juga menjadi salah satu kegiatan yang terkena dampak pandemic tersebut. Kejadian-kejadian seperti ini dapat tergolong dalam kategori risiko force majeure. Agar dapat mengetahui, mencegah dan/atau meminimalisir kerugian pada proyek yang timbul akibat risiko, perlu dilakukannya analisis risiko yang rutin selama berlangsungnya proyek. Tugas akhir ini membahas tentang analisis risiko penjadwalan proyek pengembangan lapangan gas PT. XYZ dengan menggunakan metode Schedule Risk Analysis (SRA). Dari hasil penelitian ini, ditemukan 25 risiko penjadwalan pada proyek bersama dengan besaran likelihood (kemungkinan) dan severity (keparahan) untuk masing-masing risiko tersebut yang tergambarkan dalam sebuah matriks risiko (risk matrix). Dari 13 dominant risks yang dianalisa lanjut, ditemukan sebanyak 74 aktivitas tersisa pada proyek yang menjadi impacted activities dengan total kumulatif probable risk impact (hari) adalah sebanyak 1.618 hari. Kemudian hasil yang didapat dari simulasi Monte Carlo, yang dilakukan dengan bantuan software Primavera Risk Analysis, adalah probabilitas penyelesaian proyek PT. XYZ dapat diselesaikan tepat waktu sesuai jadwal deterministik adalah kurang dari 1%. Didapatkan juga, top risk dalam proyek tersebut adalah pada detailed risk event A.1.1, yaitu “Keterlambatan penyelesaian document Civil/Piling”.

At the end of 2019, the COVID-19 outbreak shook the world. As a result, many sectors of life have been affected, including the oil and gas sector. Regrettably, one of Indonesia’s largest gas field development project managed by XYZ Oil & Gas Company, was also one of the many projects affected by the pandemic. Events such as the spread of a global-wide pandemic can be categorized as force majeure in the risk category. In order to identify, prevent and / or minimize losses to the project that may arise due to risks, it is necessary to carry out routine risk analyses during the life of the project. This paper discusses the risk analysis of the gas field development project owned by XYZ Company using Schedule Risk Analysis (SRA) method. From the results of this study, 25 scheduling risks in the project were identified, along with their calculated likelihood index and severity index that were then sorted into a risk matrix. The 13 dominant risks found in the risk matrix were then further analyzed to determine each of their impact towards the project. Results showed a total of 74 remaining project activities that were impacted and a cumulative probable risk impact (days) of 1.618 days. Primavera Risk Analysis Software was then used to perform a Monte Carlo simulation of the entire project schedule–complete with the risk impacts. Simulation results have predicted a less than 1% chance of completing the project by the deterministic date. Also, the top risk identified is the detailed risk A.1.1, “Completion delay of Civil/Piling documents”.
