Abstract
Kota Surabaya merupakan salah satu kota di Jawa Timur yang memiliki angka kecelakaan lalu lintas yang cukup tinggi setiap tahunnya . Berdasarkan data Satlantas Polrestabes Surabaya tahun 2019, jumlah kecelakaan akibat pelanggaran lalu lintas mulai Januari hingga Agustus 2019 mencapai 882. Penelitian ini mengaplikasikan metode Cluster Analysis berbasis density dengan menggunakan Kernel Density untuk menyajikan informasi daerah rawan kecelakaan. Cluster yang digunakan untuk penelitian ini yaitu cluster berdasarkan waktu kejadian, cluster berdasarkan tingkat fatalitas korban, dan cluster berdasarkan jenis kendaraan yang terlibat. Berdasarkan hasil analisis yang dilakukan pada peta pemodelan daerah rawan kecelakaan lalu lintas Kota Surabaya tahun 2020 didapatkan daerah cukup aman (hijau) memiliki luasan yaitu 223,64 (68.09%) km2 yang diantaranya berada di Kecamatan Benowo, Kecamatan Asemrowo, Kecamatan Lakasantri, Kecamatan Wiyung, Kecamatan Pabean Cantikan, Kecamatan Semampir, Kecamatan Kenjeran, dan Kecamatan Gunung Anyar. Daerah dengan tingkat kerawanan rawan (kuning) memiliki luasan yaitu 71,90 (21.89%) km2, pada 8 ruas jalan arteri primer, 43 ruas jalan arteri sekunder, 7 ruas jalan kolektor primer, dan 19 ruas jalan kolektor sekunder. Daerah dengan tingkat kerawanan sangat rawan (merah) memiliki luasan yaitu 32,92 (10.02%) km2 dari luas Kota Surabaya, pada 14 ruas jalan arteri primer, 35 ruas jalan arteri sekunder, 1 ruas jalan kolektor primer, dan 17 ruas jalan kolektor sekunder. Berdasarkan hasil validasi yang telah dilakukan, didapatkan kecelakaan dominan terjadi di jalan arteri sekunder, dengan tingkat kesesuaian peta yang telah terbentuk sebesar 75% sesuai dengan kejadian kecelakaan lalu lintas pada bulan Januari 2021 di Kota Surabaya. Kemudian dilakukan uji hipotesis pada data validasi menggunakan uji binomial dengan hasil yaitu p (0,008) < α (=0,05) : H0 ditolak dan H1 diterima. Sehingga dapat diterima bahwa, kesesuaian validasi kecelakaan di Kota Surabaya pada bulan Januari 2021 yang masuk ke kategori sesuai lebih besar daripada validasi kecelakaan yang masuk ke kategori tidak sesuai.

The city of Surabaya is one of the cities in East Java which has a fairly high number of traffic accidents every year. Based on data from the Surabaya Police Traffic Unit in 2019, the number of accidents due to traffic violations from January to August 2019 reached 882. This study applies the density-based Cluster Analysis method using Kernel Density to provide information on accident-prone areas. The clusters used for this study are clusters based on the time of the incident, clusters based on the fatality rate of victims, and clusters based on the type of vehicle involved. Based on the results of the analysis carried out on the modeling map of traffic accident-prone areas of Surabaya City in 2020, it was found that the area is quite safe (green) having an area of 223.64 (68.09%) km2 of which are located in Benowo District, Asemrowo District, Lakasantri District, Wiyung District. , Pabean Cantikan District, Semampir District, Kenjeran District, and Gunung Anyar District. Areas with a high level of vulnerability (yellow) have an area of 71.90 (21.89%) km2, in 8 primary arterial roads, 43 secondary arterial roads, 7 primary collector roads, and 19 secondary collector roads and areas with a very vulnerable level of vulnerability (red) have an area of 32.92 (10.02%) km2 of the area of Surabaya City, on 14 primary arterial roads, 35 secondary arterial roads. , 1 primary collector road, and 17 secondary collector roads. Based on the results of the validation that has been carried out, it was found that the dominant accident occurred on secondary arterial roads, with the level of conformity of the map that had been formed at 75% according to the incidence of traffic accidents in January 2021 in Surabaya City. Then a hypothesis test was conducted on the validation data using the binomial test with the results that p (0.008) < α (=0.05): H0 was rejected and H1 was accepted. So it can be accepted that the suitability of the accident validation in the city of Surabaya in January 2021 which entered the appropriate category was greater than the accident validation that entered the inappropriate category.
