Abstract

Sistem transportasi berkelanjutan juga menjadi salah satu perwujudan kota yang berwawasan lingkungan. Salah satu caranya adalah dengan memilih sarana transportasi yang lebih ramah lingkungan, seperti kereta api dan sepeda. Banyak yang tidak memilih kereta api sebagai alternatif transportasi adalah karena aksesibilitas ke stasiun kereta api. Namun, untuk menarik minat masyarakat menggunakan sepeda sebagai moda akses ke stasiun perlu adanya pemahaman yang lebih baik dan sesuai dengan karakteristik penumpang kereta api komuter mengenai korelasi terkait.
Metode yang digunakan dalam penelitian ini meliputi penyebaran kuisioner, wawancara dan teknik stated preference. Dalam penelitian ini dilakukan beberapa skenario analisis regresi logistik biner untuk menganalisa tingkat probabilitas penumpang kereta api komuter yang akan menggunakan sepeda, juga mempertimbangkan faktor nilai ATP-WTP dari responden.
Probabilitas penggunaan sepeda sebagai penunjang transportasi berbasis kereta api komuter yaitu sebesar 11% dipengaruhi oleh variabel: usia, jumlah kepemilikan roda dua, dan frekuensi perjalanan. Nilai Ability to Pay (ATP) rata-rata responden sebesar Rp.2.794,35/ km dimana nilai tersebut lebih tinggi dari tarif acuan yang digunakan yaitu sebesar Rp.1.000,00/ km. Sedangkan nilai Willingness to Pay (WTP) rata-rata responden sebesar Rp.1.170,14/ km dimana nilai tersebut lebih tinggi daripada tarif acuan yang digunakan yaitu sebesar Rp.1.000,00/ km. Nilai ATP > WTP yang menunjukkan bahwa kemampuan membayar responden lebih besar daripada kemauan membayar karena pengguna mempunyai penghasilan yang relatif tinggi tetapi utilitas terhadap jasa tersebut relatif rendah. Dari analisa ATP-WTP diketahui tarif sewa ideal berdasarkan persepsi calon pangguna yaitu sebesar Rp.1.100,00/ km.

A sustainable transport system became one of the embodiments of an environmentally friendly city. One way to do this is by choosing a more environmentally friendly means of transportation, such as trains and bicycle. The train is often not chosen as a travel alternative relates to the accessibility of railway stations. However, to attract public interest in cycling as a station access mode, a better understanding and in accordance with the characteristics of commuter rail passengers regarding the related correlation.
The method used in this study included distributing questionnaires, interviews and stated preference techniques. In this study, several scenarios of binary logistic regression analysis were carried out to analyze the probability level of commuter train passengers using a bicycle, also considering the ATP-WTP of the respondent.
The probability of the use of bicycles as transportation support-based commuter train which amounted to 11% is influenced by variables: age, the amount of ownership of the two wheels, and frequency. The value of the Ability to Pay (ATP) of the respondents average of Rp.2.794,35/km where the value is higher than the rate benchmark used in the amount of Rp.1.000,00/km. While the value of Willingness to Pay (WTP) of the respondents average of Rp.1.170,14/km where the value is higher than the rates the benchmark used is Rp.1.000,00/km. Value of the ATP > WTP shows that the ability to pay of the respondents is greater than the willingness to pay because the user has the income is relatively high but the utility of the services is relatively low. From the analysis of the ATP-WTP-known rental rates designed based on the perceptions of prospective users of Rp.1.100,00/ km.
