Abstract

Menurut Badan Pusat Statistik, Kota Surabaya mencatatkan
pertumbuhan ekonomi sebesar 6,1% di tahun 2019. Secara tidak langsung, keberadaaan infrastruktur transportasi berpengaruh ke pertumbuhan ekonomi daerah karena mengakomodir kegiatan penduduk yang menggerakkan perkonomian di Surabaya khususnya transportasi umum. Namun kenyataannya, mobilitas masyarakat Kota Surabaya didominasi penggunaan kendaraan pribadi sehingga menimbulkan kemacetan, polusi udara, dan kebisingan di jalananan. Kementrian Perhubungan akan memberikan bantuan operasional angkutan perkotaan dengan program Buy The Service (BTS) dengan nama TEMAN Bus di Surabaya pada tahun 2021. Dengan keunggulan, rencana rute, dan konektivitasnya dengan angkutan umum lain diharapkan bisa
mengakomodir dan meningkatkan minat dari masyarakat Kota
Surabaya untuk menggunakan transportasi umum daripada
kendaraan pribadi.Sebelum itu perlu dilakukan analisis dari segi ekonomi dan finansial untuk mengetahui kelayakan dari angkutan umum TEMAN Bus ini, untuk kelayakan ekonomi didapat dari analisis Biaya Operational Kendaraan (BOK) dan nilai waktu (time value).Untuk segi ekonomi, digunakan parameter BCR dan NPV untuk ii acuan kelayakan. Sementara untuk segi finansial digunakan
parameter BCR, NPV, IRR, dan Payback Period. Selain melakukan analisis kelayakan, juga perlu dianalisis untuk calon penumpang (demand) dari TEMAN Bus di masa yang akan datang dengan data yang didapatkan melalui formulir survei penumpang yang nanti hasilnya diolah menggunakan program bantu SPSS 23.0.Berdasarkan hasil perhitungan didapatkan, jumlah penumpang harian dari analisis demand penumpang adalah sebanyak 14.011 orang per hari yang menaiki TEMAN Bus ini dengan biaya pokok bus adalah sebesar Rp9.130 per penumpang. Lalu dari analisi kelayakan ekonomi, didapatkan penghematan BOK dan nilai waktu sebesar Rp3.371.158.061.529 dengan biaya investasi perawatan sebesar Rp1.006.256.773.564. Sehingga BCR
didapatkan sebesar 3,35>1 dengan nilai NPV sebesar
Rp2.364.901.287.965>0. Sehingga dari segi ekonomi
pengoperasian TEMAN Bus ini dapat dikatakan layak. Sementara untuk segi finansial, didapatkan pemasukan dari tiket TEMAN Bus yang sebesar Rp4000 per penumpang adalah
Rp1.098.610.187.516 dengan biaya investasi perawatan sebesar Rp1.006.256.773.564. Sehingga BCR didapatkan sebesar 1,092>1, NPV sebesar Rp92.353.413.952>0, IRR sebesar 6,61%>4,37%, payback period pada tahun ke-26 bulan ke-7 < masa konsesi 29 tahun. Sehingga dari segi finansial pengoperasian TEMAN Bus ini dapat dikatakan layak.

Based on Surabaya’s Central Bureau of Statistics, Surabaya was recorded to have 6.1% economic growth in 2019. The presence of transportation infrastructure has indirectly contributed to the growth due to the accommodation of citizen’s daily lives that affects the economy of Surabaya itself, especially public
transportations. But in reality, the vast majority of transportations within Surabaya is dominated by private ones that has caused traffic jams, air pollution, and also noise pollution in the streets. Due to that, The Ministry of Transportations will give operational
help for public transportations with Buy The Service (BTS) program with the name of TEMAN bus in 2021. It is expected to accommodate and raise citizens desire to use public transportations rather than private ones with its advantages, route plans, and connectivity with other public transportations.Before that, there has to be an economic and financial analysis to know the feasibility of the public transportation TEMAN Bus. To determine the economic aspect of the feasibility,the methods used are Vehicle Operational Costs and Time Value Analysis. The parameter that is used are BCR and NPV as the
feasibility standard. To determine the financial aspect of the feasibility, the parameter that is used are BCR, NPV, IRR, and Payback Period. Besides the feasibility analysis, there has to be a iv passenger analysis (demand) for TEMAN Bus in the upcoming future using a passenger survey form method which will be analyzed later using a software SPSS 23.0.Based on the calculation that is done, the results of the demand analysis shows that 14.011 passengers per day are using TEMAN Bus with a basic cost of Rp. 9.130,00 per passenger. From the economic feasibility analysis, it shows a saving of
Rp3.371.158.061.529 in the Vehicle Operational Costs and time value analysis with a maintenance investment cost as big as Rp1.006.256.773.564. With the result BCR value is 3,35> 1, and NPV value is Rp2.364.901.287.965>0. So we can concluded that the operational of TEMAN Bus in Surabaya is feasible from economic aspect. From the financial feasibility analysis, an income from ticket of Rp4.000 per passenger is equal to Rp1.098.610.187.516 with a maintenance investment cost as big as Rp1.006.256.773.564. With the result BCR value is 1,092>1, and NPV value is Rp92.353.413.952>0, IRR value is 6,61%>4,73%, payback period on year 26 month 7. So we can concluded that the operational of TEMAN Bus in Surabaya is feasible from financial aspect.
