Abstract

Pandemi COVID-19 yang terjadi di awal tahun 2020 menjadi sebuah permasalahan serius yang terjadi secara global. Seluruh negara mengalami kewalahan dalam upaya pencegahan dan penanggulangan dari pandemi COVID-19 omo. Tentunya pandemi ini memberikan dampak terhadap beberapa bidang termasuk bidang kemaritiman Indonesia khusus nya di sektor galangan kapal. Pandemi COVID-19 membuat industri galangan kapal mengalami gangguan dalam operasi seperti pembangunan kapal (new build), reparasi kapal (reparation), dan modifikasi (custom) kapal. Tentunya hal ini sangat merugikan bagi galangan kapal, surveyor klasifikasi (class), dan pemilik proyek (owner). Kerigian yang ditimbulkan dari keterlambatan pelaksanaan proyek ini yaitu pihak pemilik (owner) tidak dapat menerima kapal sesuai dengan jadwal yang sudah disepakati di awal sehingga operasi yang rencana nya akan dilakukan dengan menggunakan kapal tersebut terancam mengalami keterlambatan. Selain itu, pihak galangan juga diharuskan membayar penalti atas keterlambatan yang terjadi dan dari pihak surveyor klasifikasi (class) juga mengalami keterlambatan dalam melakukan inspeksi. Oleh karena itu, perlu diadakan nya percepatan durasi pembangunan struktur kapal harbour tug 3.200 HP akibat dampak COVID-19 dengan menggunakan metode Precedance Diagramming Method (PDM) dan Time Cost Trade Off (TCTO). Berdasarkan metode Precedance Diagramming Method (PDM), didapatkan 7 aktivitas yang berada pada lintasan kritis dengan kode AA-BA-CA-CB-CD-CE-CJ. Selanjutnya, berdasarkan metode Time Cost Trade Off (TCTO), didapatkan durasi setelah dilakukan percepatan yaitu 94 hari dengan selisih 8 hari sebelum dilakukan percepatan dengan adanya penambahan biaya sebesar Rp 954.937.500 sehingga total biaya pelaksanaan setelah dilakukan percepatan sebesar Rp 6.047.937.500.

The COVID-19 pandemic has caused the shipbuilding industry to experience disruptions in operations such as shipbuilding (new build), ship repair (reparation), and ship modification (custom). The loss caused by the delay in the implementation of this project is that the owner cannot receive the ship according to the schedule that has been agreed at the beginning so that the planned operation using the ship is threatened with delays. In addition, the shipyard party is also required to pay a penalty for the delay that occurs and the classification surveyor (class) also experiences delays in carrying out inspections. Therefore, it is necessary to accelerate the duration of the construction of the 3,200 HP harbor tug structure due to the impact of
COVID-19 using the Precedance Diagramming Method (PDM) and Time Cost Trade Off (TCTO) methods. Based on the Precedance Diagramming Method (PDM), obtained 7 activities that are on the critical path with the code AA-BA�CA-CB-CD-CE-CJ. Furthermore, based on the Time Cost Trade Off (TCTO) method, the duration after the
acceleration is 94 days with a difference of 8 days before the duration acceleration is carried out with an additional cost of Rp. 954,937,500 so that the total cost of implementation after the acceleration is Rp. 6,047,937,500.
