Abstract

Education is something that is very important for every human being in order to become a quality human resource. The Net Enrollment Rate (NER) is an indicator that shows the level of education because the NER can measure the absorption of the education system towards the school-age population. The low level of education in Papua Province is indicated by the NER of senior high school age and equivalent of 44,32%, where this figure is the lowest among 34 provinces in Indonesia. As an effort to increase the NER, it is necessary to do NER of senior high school age and equivalent modeling so that it can be known what factors influence it. The spline nonparametric regression method is very flexible in modeling and suitable for use in social and demographic research, so it can be used to model the NER of senior high school age and equivalent in Papua Province. The results showed that the percentage of poor people, student-teacher ratios, student-school ratios, literacy rates, and expectations for years of schooling have a significant effect on the NER for high school age and equivalent. The NER model for high school age and equivalent in Papua Province has a coefficient of determination (R2) of 98.84% with an MSE of 16.786.
