Abstract
Latar belakang: Setiap tahunnya terjadi pertumbuhan jumlah kendaraan sekitar 7,03%, dan Kota Surabaya merupakan salah satu kota besar yang mengalami permasalahan tersebut. Berdasarkan data Dinas Perhubungan Kota Surabaya, ditemukan bahwa dari tahun 2010 hingga 2019, jumlah volume kendaraan meningkat, terutama jumlah kendaraan pribadi seperti mobil dan sepeda motor.
Permasalahan: Peningkatan volume kendaraan yang tidak diimbangi oleh ketersediaan lebar jalan menyebabkan terjadinya kemacetan. Volume kendaraan yang meningkat juga diikuti oleh sistem moda shares transportasi publik yang cenderung mengalami penurunan hingga 3%.
Tujuan: Penelitian ini bertujuan untuk menghasilkan model sistem dinamik untuk menganalisis sistem transportasi Surabaya tentang penggunaan transportasi pribadi, kemacetan lalu lintas dan dampak dari Transit-Oriented Development (TOD) dengan menerapkan Mass Rapid Transit (MRT) dan Light Rail Transit (LRT) di Surabaya.
Metode: Metode yang digunakan dalam penelitian ini adalah pemodelan sistem dinamik melalui simulasi model dan pengembangan skenario menggunakan tools Vensim PLE.
Hasil: Penelitian ini akan menghasilkan model Causal Loop Diagram (CLD) yang akan merepresentasikan sistem transportasi Kota Surabaya dan Stock Flow Diagram (SFD) dengan MRT dan LRT sebagai Pengembangan Skenario TOD. Pengembangan skenario akan merepresentasikan bagaimana faktor TOD mempengaruhi pertumbuhan penumpang sehingga dapat meningkatkan penggunaan transportasi publik dan mengatasi masalah kemacetan. Berdasarkan hasil skenario didapatkan bahwa skenario MRT meningkatkan 97% penggunaan transportasi dan menurunkan 22% tingkat kemacetan. Skenario LRT meningkatkan 41% penggunaan transportasi publik dan menurunkan 12% tingkat kemacetan. Sedangkan, skenario kombinasi MRT dan LRT meningkatkan 138% penggunaan transportasi publik dan menurunkan 34% tingkat kemacetan.
Nilai tambah: Model penelitian ini diharapkan dapat menjadi solusi bagi Kota Surabaya dalam mengatasi minimnya penggunaan transportasi publik dan permasalahan kemacetan lalu lintas melalui penerapan transportasi publik berbasis TOD seperti MRT dan LRT.

Background: The growth of the number of vehicles is around 7.03% every year and Surabaya is one of the big cities that are experiencing these problems. Based on data from Dinas Perhubungan of Surabaya, it was found that from 2010 to 2019, the number of vehicle volumes increased, especially the number of private vehicles such as cars and motorcycles..
Problem: The growth of the volume of vehicles that is not balanced by road capacity causes congestion. The growth of the volume of vehicles is also followed by the public transportation system which tends to decrease by 3%.
Objective: This research aims to produce a dynamic system model to analyse the Surabaya transportation system about the use of public transportation, traffic congestion and the impact of Transit-Oriented Development (TOD) by implementing Mass Rapid Transit (MRT) and Light Rail Transit (LRT) in Surabaya.
Method: The method used in this research is dynamic system modeling through model simulation and scenario development using Vensim PLE tools.
Result: This research will produce a Causal Loop Diagram (CLD) model that will represent the real system of the Surabaya transportation system and Stock Flow Diagram (SFD) with MRT and LRT as TOD Scenario Development. Scenario development will represent how TOD factors affect ridership growth so that it can increase the use of public transportation and solve the problem of congestion. Based on the results of the scenario, it is found that the MRT scenario increases 97% of the use of public transportation and reduces 22% of traffic congestion. The LRT scenario increases 41% of the use of public transportation and reduces 12% traffic congestion. Meanwhile, the combined scenario of MRT and LRT increases 138% of the use of public transportation and reduces traffic congestion by 34%.
Value Added: The model of this research is expected as solutions for Surabaya in overcoming the problem of the traffic congestion and lack of the use of public transportation through the implementation of TOD-based public transportation such as MRT and LRT.
