Abstract

Pengelolaan sampah masih menjadi masalah di berbagai daerah. Kota Yogyakarta sebagai salah satu kota di Indonesia memerlukan pengotimalan dalam pengelolaan sampah padat. Optimisasi dilakukan terhadap dua hal utama dalam pengelolaan sampah, yaitu penentuan tempat pengumpulan sampah (TPS) beserta aktifitas pengangkutan sampah di setiap TPS tersebut. Evaluasi dilakukan karena keberadaan TPS berukuran kecil dalam jumlah besar sehingga mempengaruhi biaya kegiatan pengangkutan sampah. Selanjutnya, dikembangkan model Multi Objective Integer Linear Programming untuk memecahkan masalah tersebut. Model yang dikembangkan bertujuan untuk meminimalkan biaya kegiatan pengangkutan sampah dan memaksimalkan jumlah sampah yang dapat ditampung sementara di titik pengumpulan sampah yang ada secara simultan sehingga dapat digolongkan sebagai model strategi-operasional. Model tersebut merupakan hybrid dari teori fuzzy, maximum covering problem, dan vehicle routing problem. Model akan diselesaikan sebagai single objective dengan Fuzzy Goal Programming. Hasil yang diperoleh dalam penelitian ini untuk menampung sampah di Sektor Krasak Kota Yogyakarta memerlukan 3 TPS yaitu Depo Sagan, TPSS Kusbini I dan TPSS Pengok dengan sampah yang dapat ditampung sementara sebesar 79,93 m3/hari serta memerlukan lima kendaraan dengan 19 trip perjalanan. Total biaya aktifitas pengangkutan sebesar Rp 1.431.608,00 dan nilai maksimal sebesar 0,47. Analisa sensitivitas dilakukan dengan menaikkan dan menurunkan volume sampah 5% serta 15 % untuk melihat pengaruh dari perubahan nilai parameter terkait pada model. Hasil analisis sensitivitas menunjukkan bahwa volume sampah mempengaruhi penetuan TPS yang akan dipertahankan dan berdampak pada biaya pengangkutan sampah.

Solid waste management is still being a problem in many regions. Yogyakarta, one of the cities in Indonesia want to optimize solid waste management. Optimization is carried out on two main things in waste management, namely placement of waste collection point (TPS) and its routing activities. The evaluations are conducted because many small TPS existence that affected the cost of routing activities. Therefore, a Multi-Objective Integer Linear Programming model is developed to solve these problems. The objective of the propose model to simultaneously minimize the cost of routing activities and maximize the amount of waste that can be temporarily accommodated in that existed waste collection point so it is considered an operational-strategy model. This model is a hybrid of fuzzy theory, maximum covering problem, and vehicle routing problem. The model solve as single objective by Fuzzy Goal Programming. The results obtained in this study to accommodate waste in the Krasak Sector, Yogyakarta City requires 3 TPS namely Depo Sagan, TPSS Kusbini I and TPSS Pengok with waste that can be accommodated of 79.93 m3/day and requires five vehicles with 19 trips. The total cost of transportation activities is Rp. 1,431,608.00 and the maximum value of is 0.47. Sensitivity analysis was carried out by increasing and decreasing the volume of waste by 5% and 15% to see the effect of changes in the value of related parameters on the model. The results of the analysis show that the volume of waste affects the determination of the TPS to be maintained and has an impact on the cost of waste disposal.
