Abstract
PT. Pertamina RU II Dumai memiliki 5 generator dan menggunakan 4 generator ketika beroperasi normal. Dilakukan pengintegrasian sistem kelistrikan dengan jaringan grid untuk mengurangi biaya bahan bakar pembangkitan agar dapat beroperasi dengan 2 atau 3 generator. Dalam integrasi dengan jaringan grid terdapat tantangan dalam hal stabilitas. Oleh karena hal itu, diperlukan studi analisis kestabilan transien untuk menentukan defence scheme agar ketika terjadi gangguan pada sisi grid(PLN) tidak mempengaruhi kestabilan dan kontinuitas daya pada sisi kilang. Software yang digunakan dalam menganalisis fenomena kestabilan transien ini yaitu ETAP. Hasil simulasi menunjukkan bahwa ketika studi kasus generator outage tidak memerlukan adanya skema load shedding pada semua pola operasi sedangkan pada studi kasus PLN outage memerlukan adanya load shedding hingga tahap kedua untuk pola operasi dengan tiga generator dan load shedding hingga tahap ketiga untuk pola operasi dengan dua generator. Saat kasus hubung singkat pada bus PLN, kestabilan sistem pada sisi kilang ikut terganggu. Agar ketika terjadi gangguan pada PLN baik PLN padam atau hubung singkat tidak mengganggu kestabilan pada sisi kilang, digunakan rele daya balik(32P dan 32Q) dan rele undervoltage yang diatur pada tugas akhir ini. Selain itu, diatur rele frekuensi untuk mengamankan generator(81o) serta untuk load shedding(81u).

PT. Pertamina RU II Dumai has a total of 5 generators and uses 4 generators when operating normally. The electricity system is integrated with the grid network to reduce the cost of fuel generation to work with 2 or 3 generators. However, there are stability challenges in integration with the grid network. Therefore, it is necessary to study transient stability analysis to determine the defence scheme, so that when a disturbance occurs on the grid side (PLN) it does not affect the stability and continuity of power on the refinery side. The software used in analyzing this transient stability phenomenon is ETAP. The simulation results show that in the generator outage case, load shedding schemes are not required for all operating modes, while in the PLN outage case, load shedding is required until the second step for the three-generator operating mode and until the third step for the two-generator operating mode. When a short circuit occurs on the PLN bus, the system's stability on the refinery side is also disturbed. In this research, reverse power relays (32P and 32Q) and undervoltage relays are used so that when a disturbance in PLN such as PLN outage or short circuit occurs, the stability on the side of the refinery is not disturbed. In addition, the frequency relay is set to secure the generator(81o) as well as for load shedding(81u).
