Abstract
Ketahanan pangan merupakan kondisi terpenuhinya kebutuhan pangan negara hingga perseorangan yang tercermin dengan ketersediaan pangan yang mencukupi, mutu yang terjamin dan aman serta terjangkau oleh masyarakat. Kondisi ketahanan pangan di Indonesia setiap tahun selalu membaik. Berdasarkan laporan Badan Ketahanan Pangan, kebutuhan Indonesia dapat dipenuhi dengan ketersediaan pangan yang saat ini dimiliki Indonesia. Namun, ketersediaan pangan ini masih sulit untuk diakses oleh masyarakat karena belum efektifnya distribusi pangan yang ada di Indonesia. Oleh karena itu, pemerintah Indonesia merumuskan strategi dengan dibentuknya BUMN klaster pangan yang bertugas untuk mengelola rantai pasok yang terkait dengan ketahanan pangan. Pemerintah melalui PT. BGR Logistics membutuhkan sebuah sistem yang dapat mengintegrasikan seluruh titik rantai pasok yang terkait dengan ketahanan pangan mulai dari suplai, gudang hingga konsumen. Selain itu, pemerintah juga membutuhkan sistem yang dapat memberikan informasi-informasi penting untuk membantu pemerintah atau pengambil keputusan dalam mengambil kebijakan pangan agar biaya yang digunakan lebih efisien. Penelitian ini bertujuan untuk merancang suatu sistem pendukung pengambilan keputusan (Decision Support System) yang didukung dengan model multi-node transportation dan peramalan demand untuk memenuhi kebutuhan pangan dengan biaya yang efisien.
Pengembangan program NCDC ini terbagi menjadi empat komponen utama yang diintegrasikan yaitu input platform, database system, model optimasi dan dashboard. Pengerjaan program ini dilakukan oleh berbagai pihak dan peneliti bertanggung jawab dalam menyelesaikan model optimasi serta pengembangan dashboard. Model optimasi ini diadaptasi dari model multi – node transportation yang disesuaikan dengan kondisi nyata distribusi pangan (empat eselon). Sedangkan pengembangan dashboard ini terbagi menjadi enam dashboard utama yaitu dashboard persebaran produsen dan gudang distribusi, dashboard persebaran konsumen, dashboard aktivitas inbound-outbound, dashboard permintaan, dashboard pemenuhan kebutuhan pangan, dan dashboard perbandingan skenario.
Berdasarkan hasil pengembangan program, model optimasi dan dashboard telah berhasil dikembangkan. Namun, terdapat dua komponen yang lain yang memiliki permasalahan sehingga uji coba program NCDC ini terhambat. Perusahaan perlu melakukan pengawasan lebih ketat terhadap pengembangan seluruh komponen yang terlibat dalam program NCDC ini.

Food security is a condition for meeting the food needs of the state to individuals, which is reflected in the availability of adequate food, guaranteed quality, safe and affordable to the public. The condition of food security in Indonesia is always improving every year. Based on the report from the Food Security Agency, Indonesia's needs can be met with the availability of food that Indonesia currently has. However, the availability of this food is still difficult for the public to access because of the ineffective distribution of food in Indonesia. Therefore, the Indonesian government has formulated a strategy by establishing a food cluster BUMN that is tasked with managing supply chains related to food security. The government through PT. BGR Logistics requires a system that can integrate all supply chain points related to food security from supply, warehouses to consumers. In addition, the government also needs a system that can provide important information to assist the government or decision makers in making food policies so that costs are used more efficiently. This study aims to design a decision support system (Decision Support System) supported by a multi-node transportation model and demand forecasting to meet food needs in an efficient cost.
The development of the NCDC program is divided into four main components that are integrated, namely the input platform, database system, optimization model and dashboard. The work on this program is carried out by various parties and researchers are responsible for completing the optimization model and developing the dashboard. This optimization model is adapted from the multi-node transportation model which is adapted to the real conditions of food distribution (four echelons). While the development of this dashboard is divided into six main dashboards, namely the distribution dashboard for producers and distribution warehouses, the consumer distribution dashboard, the inbound-outbound activity dashboard, the demand dashboard, the dashboard for meeting food needs, and the scenario comparison dashboard.
Based on the results of program development, optimization models and dashboards have been successfully developed. However, there are two other components that have problems so that the trial of the NCDC program is hampered. Companies need to carry out stricter supervision of the development of all components involved in this NCDC program.
