Abstract
Penelitian tugas akhir ini bertujuan untuk mengukur tingkat implementasi safety culture pada PT X terhadap risiko operasional (operational risk) dan risiko gangguan (disruptive risk) di masa pandemi COVID-19. Pendekatan agent-based modeling and simulation digunakan untuk mengakomodasi karakteristik dari sistem organisasi. Hasil simulasi agen menunjukkan nilai safety culture maturity level PT X pada kondisi saat ini termasuk ke dalam kategori proactive. Didapatkan temuan lainnya bahwa meningkatkan frekuensi aktivitas safety talk mampu meningkatkan nilai safety culture maturity level hingga ke dalam kategori generative. Perbaikan variabel leadership pada implementasi safety culture dapat memperbaiki 18,39% nilai safety culture maturity level saat ini, sehingga variabel tersebut akan menjadi prioritas perbaikan dalam meningkatkan nilai safety culture maturity level PT X. Kemudian disusun langkah-langkah rekomendasi perbaikan berdasarkan hasil analisis untuk meningkatkan nilai safety culture maturity level PT X berupa peningkatan frekuensi aktivitas safety talk setiap satu atau dua hari sekali, orasi K3 intensif, program management walkthrough terjadwal, serta teladan K3 yang diharapkan mampu meningkatkan aspek leadership dari setiap individu di perusahaan dalam menerapkan implementasi safety culture.

This final project research aims to measure the implementation level of safety culture at PT X against operational and disruptive risk during the COVID-19 pandemic. An agent-based modeling and simulation approach is utilized to accommodate the characteristics of the organizational system. The agent simulation results show that the maturity level of PT X's safety culture in the existing condition is included in the proactive category. It also found that by increasing the frequency of safety talk activities can increase the safety culture value of the maturity level to the generative category. Improvement on the leadership variable in the implementation of safety culture can improve 18.39% of the existing maturity level safety culture value. Thus, this variable will be a priority for improvement in increasing the PT X’s maturity level safety culture value. There are several recommendations for improvement in PT X based on this research, such as by increasing the frequency of safety talk activities every one or two days, intensive safety speech, scheduled management walkthrough programs, and OHS example which is expected to improve the leadership aspect of every individual in the company in implementing a safety culture.
