Abstract

Proyek konstruksi diharuskan memiliki perencanaan yang matang baik
dari segi kualitas dan juga dalam efisiensi waktu. Namun berbagai kendala sering
kali terjadi selama proyek berjalan yang menyebabkan berbagai masalah, salah
satunya adalah keterlambatan. Kendala ini juga tejadi pada Proyek Ciputra World
Surabaya Fase 3, yang mana pada bagian pembangunan Tower Soho pada proyek
tersebut mengalami keterlambatan selama 69 hari dari rencana. Faktor utama
penyebab dari keterlambatan tersebut adalah terlambatnya pengambilan tindakan
oleh Owner, kurangnya pengawasan yang dilakukan oleh Manajemen Konstruksi,
pelaksanaan pekerjaan oleh Kontraktor tidak berjalan lancar, dan pelaksanaan
pekerjaan yang tidak maksimal oleh Sub-Kontraktor.
Penelitian ini memiliki tujuan untuk menganalisa dampak dan pengaruh
yang dapat ditimbulkan karena keterlambatan yang terjadi pada Proyek Ciputra
World Surabaya Fase 3 untuk pembangunan Tower Soho, selanjutnya yaitu
mencari faktor utama penyebab keterlambatan proyek. Metode penelitian yang
digunakan adalah kuesioner, Kajian FIDIC dan Fault Tree Analysis (FTA) dimana
dalam menentukan variabel penelitian berupa faktor penyebab keterlambatan
digunakan kuesioner kepada para ahli dibidangnya, kemudian untuk menganalisa
dampak dan pengaruh keterlambatan menggunakan kajian berdasarkan FIDIC,
dan yang terakhir adalah menganalisa faktor utama penyebab keterlambatan
proyek menggunakan Fault Tree Analysis (FTA).
Fidic digunakan sebagai acuan dikarenakan kontrak pada proyek Ciputra
World Surabaya Fase 3 terdapat beberapa pasal yang dirubah sesuai kesepakatan
antara Owner dan Kontraktor, sehingga dalam penelitian ini menggunakan acuan
Fidic MDB Harmonized Edition untuk melihat dari sisi General Conditions of
Contract for Construction Design By Employer.
Hasil penelitian menunjukkan bahwa jenis keterlambatan yang terjadi
pada Proyek Ciputra World Surabaya Fase 3 Tower Soho termasuk dalam
kategori jenis keterlambatan bersamaan (concurrent delay), dimana keterlambatan
disebabkan oleh Owner yaitu terlambat menyetujui shop drawing dan merevisi
atau menyetujui perubahan desain dan juga Kontraktor yaitu produktifitas pekerja
tidak stabil, sehingga keterlambatan menjadi tanggung jawab bersama dan tidak
mengakibatkan terjadinya klaim ataupun denda keterlambatan.

The project can be completed well, then a construction project is required
to have careful planning both in terms of quality and also in time efficiency. But
various obstacles as of a lot of times when occurs during the course of the project
had been running that causes a range of issues , one of the ways is was the delay.
This obstacle also happened to the Project of Ciputra Wold Surabaya Phase 3,
which in the construction of Soho Tower of about the delay of the during 69 day
or up from plan. The main factors causing the delay are the delay in taking action
by the Owner, the lack of supervision carried out by the Construction
Management, the execution of the work by the Contractor not running smoothly,
and the implementation of the work being not optimal by the Sub-Contractor.
This resource has the purpose to analyze what impacts can be caused by
delays in the Project of Ciputra Wold Surabaya Phase 3 for the constuction of
Soho Tower, then look for the main factors causing project delays. The research
method used is a questionnaire, FIDIC Study and Fault Tree Analysis (FTA),
where in determining the research variables in the form of factors causing delays,
questionnaires are used to experts in their fields, then to analyze the impact and
effect of delays using studies based on FIDIC, and the last is analyze the main
factors causing project delays using Fault Tree Analysis (FTA).
Fidic is used as a reference because the contract in the Ciputra World
Surabaya Phase 3 project has several clauses that have been changed according to
the agreement between the Owner and the Contractor, so in this study using the
Fidic MDB Harmonized Edition reference to see from the side of the General
Conditions of Contract for Construction Design By Employer.
The results show that the types of delays that occur in the Ciputra World
Surabaya Project Phase 3 Tower Soho are included in the category of concurrent
delay types, where the delay is caused by the Owner, namely being late in
approving shop drawings and revising or approving design changes and also the
Contractor, namely worker productivity. unstable, so that delays are a shared
responsibility and do not result in claims or late fees.
