Abstract

Usulan pemindahan ibu kota negara Republik Indonesia merupakan hal yang sudah didiskusikan sejak kepresidenan Soekarno hingga Susilo Bambang Yudhoyono. Alasan direncanakan pemindahan ibu kota negara yaitu menurut Survei Penduduk Antar Sensus (SUPAS) tahun 2015 menyebutkan bahwa sekitar 56,56% masyarakat Indonesia terkonsentrasi di Pulau Jawa. Selain itu, kontribusi ekonomi terhadap pertumbuhan ekonomi Indonesia sangat mendominasi di Pulau Jawa.
Kalimantan Timur adalah sebuah provinsi di Indonesia yang letaknya berada di Pulau Kalimantan bagian ujung timur yang berbatasan dengan Malaysia, Kalimantan Utara, Kalimantan Tengah, Kalimantan Selatan, Kalimantan Barat, dan Sulawesi. Lokasi calon ibu kota negara yaitu berada di Kabupaten Penajam Paser Utara dan Kabupaten Kutai Kartanegara. Lokasi calon ibu kota negara tidak jauh dengan Kota Balikpapan dan Kota Samarinda. Terdapat 2 (dua) bandara yang dapat memfasilitasi pergerakan menuju ibu kota negara yaitu Bandar Udara Internasional SAMS Sepinggan yang berada di Kota Balikpapan dan Bandar Udara APT Pranoto di Kota Samarinda.
Dalam penulisan ini, dilakukan analisis radius penerbangan setiap tipe pesawat, merencanakan tarif pesawat dengan menggunakan biaya operasional pesawat, memperhitungkan travel cost dan travel time dari Bandara SAMS Sepinggan dan Bandara APT Pranoto menuju ibu kota negara, analisis perbandingan mengenai travel cost dan travel time menuju ibu kota negara dari asal provinsi, serta analisis proporsi pada Bandara SAMS Sepinggan dan Bandara APT Pranoto.
Hasil dari analisis perbandingan travel cost dan travel time dari ibu kota provinsi menuju ibu kota negara melalui Bandara SAMS Sepinggan berdasarkan penerbangan langsung didapatkan travel cost sebesar Rp. 730.303 dan travel time sebesar 0,62 jam pada Provinsi Sulawesi Barat. Kemudian pada Bandara APT Pranoto didapatkan travel cost sebesar Rp. 963.801 dan travel time sebesar 2,28 jam pada Provinsi Sulawesi Tengah. Untuk rute eksisting melalui Bandara SAMS Sepinggan didapatkan travel cost sebesar Rp. 456.568 pada Provinsi Sulawesi Tengah dan travel time sebesar 1,21 jam pada Provinsi Kalimantan Tengah. Untuk rute eksisting pada Bandara APT Pranoto travel cost didapatkan sebesar Rp. 1.076.301 pada Provinsi Jawa Timur dan travel time sebesar 3,17 jam pada Provinsi Sulawesi Selatan. Proporsi bandara dilakukan membandingkan dengan jarak tempuh penerbangan langsung didapatkan sebesar 76% untuk Bandara SAMS Sepinggan dan 24% untuk Bandara APT Pranoto. Kemudian berdasarkan rute eksisting, proporsi bandara didapatkan sebesar 100% untuk Bandara SAMS Sepinggan dan 0% untuk Bandara APT Pranoto.

The proposal to move the capital city of the Republic of Indonesia is a matter that has been discussed since the Soekarno presidency until Susilo Bambang Yudhoyono. The reason for the planned relocation of the nation’s capital is that according to the 2015 Inter-Cencus Population Survey (SUPAS) it is stated that about 56,56% of Indonesians are concentrated on the island of Java. In addition, the economic contribution to Indonesia’s economic growth dominates in Java.
East Kalimantan is a province in Indonesia which is located on the eastern tip of the island of Kalimantan, bordering Malaysia, North Kalimantan, Central Kalimantan, South Kalimantan, West Kalimantan, and Sulawesi. The locations of the prospective national capital cities are in North Penajam Paser Regency and Kutai Kartanegara Regency. The location of the prospective National Capital City is not far from Balikpapan City and Samarinda City. There are 2 (two) airports that can facilitate movement to the Naional Capital, namely SAMS Sepinggan International Airport in Balikpapan City and APT Pranoto Airport in Samarinda City.
In this paper, an analysis of the flight radius of each type of aircraft is carried out, planning aircraft fares using aircraft operating costs, calculating travel costs and travel time from SAMS Sepinggan Aiport and APT Pranoto Airport to the national capital, comparative analysis of travel costs and travel time to the capital city of origin from the province, as well as an analysis of the proportions at SAMS Sepinggan Airport and APT Pranoto Airport.
The results of the comparative analysis of travel costs and travel time from the provincial capital to the national capital via SAMS Sepinggan Airport based on direct flights, obtained a travel cost of Rp. 730.303 and travel time of 0,62 hours in West Sulawesi Province. Then at APT Pranoto Airport, a travel cost of Rp. 963.801 and a travel time of 2,8 hours in Central Sulawesi Province. For the existing route through SAMS Sepinggan Airport, a travel cost of Rp. 456.568 in Central Sulawesi Province and a travel time of 1,21 hours in Central Kalimantan Province. For the existing route at APT Pranoto Airport, the travel cost is Rp. 1.076.301 in East Java Province and travel time of 3,17 hours in South Sulawesi Province. The proportion of airports compared with direct flight distances was found to be 76% for SAMS Sepinggan Aiport and 24% for APT Pranoto Airport. Then based on the existing routes, the proportion of airports obtained is 100% for SAMS Sepinggan Airport and 0% for APT Pranoto Airports.
