Abstract

Surabaya merupakan salah satu kota yang pertumbuhan populasinya berkembang pesat. Semakin bertambahnya populasi, akan terjadi peningkatan konsumsi air yang dapat menyebabkan kelangkaan air apabila tidak dikelola dengan baik. Pada tahun 2017, rata-rata konsumsi air telah melebihi rata-rata nasional dan diprediksi akan terus meningkat. Selama pandemi Covid-19, masyarakat menggunakan air untuk kebutuhan domestik lebih banyak daripada saat kondisi normal. Berdasarkan praktik yang pernah dilakukan, implementasi infrastruktur hijau dapat menyediakan air tambahan untuk kebutuhan air kota.
Tujuan dari penelitian ini adalah merumuskan pengembangan infrastruktur hijau dalam mendukung suplai air di Kota Surabaya. Pertama, penelitian ini menggunakan proyeksi pertumbuhan penduduk dan proyeksi kebutuhan air bersih untuk mengetahui kebutuhan air untuk kegiatan domestik hingga tahun 2050. Selanjutnya, dilakukan analisis isi untuk mengetahui ketersediaan dan kondisi infrastruktur hijau di Surabaya. Tahap terakhir menggunakan analisis triangulasi untuk merumuskan arahan pengembangan infrastruktur hijau sebagai pendukung pasokan air bersih.
Hasil penelitian menunjukkan bahwa Surabaya akan mengalami defisit air di tahun 2035. Boezem serta jalur hijau dan taman merupakan jenis infrastruktur hijau yang dapat dimanfaatkan sebagai pendukung pasokan air bersih di Surabaya. Arahan pengembangan infrastruktur hijau meliputi penyediaan instalasi pengolahan dan jaringan air di Kecamatan Semampir, Kenjeran, Bulak, Pakal, dan Benowo, yang tersebar dalam 15 kelurahan untuk menyuplai air kebutuhan domestik. Dengan memanfaatkan boezem yang ada di sekitarnya, akan menambah pasokan air sebesar ±10.805m³ di Surabaya utara dan ±297.272m³ di Surabaya barat.

Surabaya is one of the cities with a rapidly growing population. The increase of population growth has an impact on the increase of water consumption. The increase of water consumption can lead to water scarcity if it is not managed properly. In 2017, the average water consumption has exceeded the national average and is predicted to continue to increase. During the Covid-19 pandemic, people use more water for domestic needs than during normal conditions. Based on previous practice, the implementation of green infrastructure can provide additional water for the city's water needs.
The purpose of this research is to formulate the development direction of green infrastructure to support water supply in Surabaya city. First, this study used projection of population growth and water demand forecast to determine the demand of water for domestic activities until 2050. Next, content analysis was used to determine the availability and condition of green infrastructure in Surabaya. The last step used triangulation analysis to formulate the development direction of green infrastructure to support the clean water supply.
The results show that Surabaya will experience a water deficit in 2035. Reservoirs and green lines and parks are the types of green infrastructure that can be used to support the clean water supply in Surabaya. The direction for the green infrastructure development includes providing treatment installations and water networks in Semampir, Kenjeran, Bulak, Pakal, and Benowo districts, which are spread over 15 sub-districts to supply water for domestic needs. By utilizing the reservoir in the surroundings, it will increase the water supply by ±10,805m³ in the north Surabaya and ±297,272m³ in the west Surabaya.
